Joint Oireachtas Committee on European Union Affairs: Impact of the Comprehensive Trade and Economic Agreement on Irish-Canadian Trade and Relations: Discussion (13 Apr 2021)

Jennifer Whitmore: I thank Ms Drisdelle. I will ask a quick question of Mr. Collenette that is similar to what Senator Boylan asked. Is there a list of his organisation's membership on its website? I believe access can only be gained to a small number, so I would be interested in knowing which bodies are members and in which sectors they are.

Joint Oireachtas Committee on European Union Affairs: Impact of the Comprehensive Trade and Economic Agreement on Irish-Canadian Trade and Relations: Discussion (13 Apr 2021)

Jennifer Whitmore: No, but Mr. Collenette is representing a significant number of bodies in this regard and it would be interesting to know which.

Joint Oireachtas Committee on European Union Affairs: Impact of the Comprehensive Trade and Economic Agreement on Irish-Canadian Trade and Relations: Discussion (13 Apr 2021)

Jennifer Whitmore: If they are engaging with our Government through Mr. Collenette's organisation, that makes it important for us to have an understanding of who they are. The ICBA registered its lobbying efforts on the register, which is welcome.

Joint Oireachtas Committee on European Union Affairs: Impact of the Comprehensive Trade and Economic Agreement on Irish-Canadian Trade and Relations: Discussion (13 Apr 2021)

Jennifer Whitmore: Absolutely. Mr. Collenette was clear on that. I am wondering whether any commitments were made during those meetings with Government officials or Ministers that were held late last year in the third and fourth quarters regarding CETA? I know his primary efforts were in respect of expediting the ratification of CETA. Was Mr. Collenette surprised at how quickly CETA came onto the Dáil...

Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2021
Vote 29 - Environment, Climate and Communications (Revised)
(20 Apr 2021)

Jennifer Whitmore: I thank the Minister for appearing before the committee to talk us through the Revised Estimates. For the record, I am in the Leinster House complex. My question relates to subhead B4, the sustainable energy programmes. In 2019, there was a target to improve the energy efficiency of 24,500 homes but just 23,000 were achieved. There is a target of 23,200 homes for 2021. Does the Minister...

Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2021
Vote 29 - Environment, Climate and Communications (Revised)
(20 Apr 2021)

Jennifer Whitmore: In the absence of the statement being made, is there a risk that some applications to An Bord Pleanála will be assessed and allowed? There is a fear that there could potentially be an appeal to An Bord Pleanála on an installation. If that statement has not been formalised and signed off by the Government, An Bord Pleanála cannot take it into account in making its decision.

Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2021
Vote 29 - Environment, Climate and Communications (Revised)
(20 Apr 2021)

Jennifer Whitmore: The decision on co-housing has raised some alarm because An Bord Pleanála indicated there had been no statement on co-housing. People are concerned that a similar process could take place with co-housing. I urge the Minister to expedite the statement because it is critical that we get it in place.

Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2021
Vote 29 - Environment, Climate and Communications (Revised)
(20 Apr 2021)

Jennifer Whitmore: I note the budget for inland fisheries has been reduced, if only slightly. Considering the biodiversity crisis we are in, it is disconcerting that we are not putting much more money into and placing much greater emphasis on inland fisheries, which perform an incredibly important function. Our river systems are in dire straits. We only have 20 rivers that are in pristine condition, down...

(20 Apr 2021)

Jennifer Whitmore: That would be great. I thank the Minister.

Select Committee on Communications, Climate Action and Environment: Estimates for Public Services 2021
Vote 29 - Environment, Climate and Communications (Revised)
(20 Apr 2021)

Jennifer Whitmore: On the climate action fund, a call for expressions of interest issued in January 2020 and the applications were due to be called late last year but that has not happened. As many as 190 applications have been submitted for the fund. When will the funding become available? Will the Minister make the fund available for smaller applications? The average cost of projects is currently...

An tOrd Gnó - Order of Business (21 Apr 2021)

Jennifer Whitmore: I would like to ask the Taoiseach about the Irish refugee relocation programme. Some 14 unaccompanied minors in Greece have been identified and, with the involvement of Tusla and gardaí, were to be relocated to Ireland. It now appears that the mission has been delayed. If the children are not brought to Ireland before the end of the month the relocation programme and, therefore, their...

Climate Action and Low Carbon Development (Amendment) Bill 2021: Second Stage (21 Apr 2021)

Jennifer Whitmore: I welcome the Bill. On a personal note, I congratulate the Minister. I know what it is taken for him to get the Bill to this point and I know it is a major milestone for him. I also acknowledge the work done by the Committee on Climate Action, chaired by Deputy Leddin. We did serious analysis and listened to the experts. I believe the work we did has strengthened the Bill. The...
