- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Paul Daly: I understand what Dr. Corkery means but I cannot see how it works. Can any of the witnesses tell me how many prescriptions merchants or pharmacists receive for a product that is a prescription-only medicine?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Paul Daly: That is just one product. What about other antimicrobial products?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Paul Daly: Further to the deliberations, I am seeking clarification on a number of issues that were raised. Deputy Fitzmaurice referred to the proposal of it being allowable for the vet to upload the information up to five days after the dispensing. I am speaking here as a farmer as much as a public representative. Is it the case that if I have an issue at home and I ring my vet, and both of us are...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Paul Daly: While Dr. Corkery is answering, I ask him to clarify the position relating to the scenario I outlined. The vet is busy and is out doing something. How does he write the prescription? Can he ring and get somebody in his office to do the prescription on his computer, somebody who is the equivalent of the responsible person in the merchants?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Paul Daly: Dr. Corkery takes my point on board, but is he going to implement it?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Paul Daly: Dr. Corkery can understand the issue with the vet having the discretion. Some will do it and some will not. That cannot and will not work.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Paul Daly: This was going to stop with the Department anyway. I apologise for cutting across Deputy Carthy's time.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Paul Daly: When Dr. Corkery says he will take the proposal back, will he take it to Brussels or will he just take it back across the road?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Paul Daly: It was operating.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Paul Daly: Would Dr. Corkery not agree none of that would be necessary if we had a common all-island animal health policy, which we are striving for? If this were part of that, it would not be necessary to do any of that.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Paul Daly: It is minimal.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Paul Daly: I thank the representatives of the Department for their attendance. I will make four or five statements, coupled with questions. Perhaps I will go through them all at once because some of the answers may be interlinked and if we go over and back, we may get bogged down in one issue and I will not cover the others. This regulation was introduced in Europe on 27 January 2019. It is now 6...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)
Paul Daly: I know but I am quoting the Department's report which states that it has had extensive stakeholder engagement. The decision is down to the eleventh hour and there has not been stakeholder engagement since April. With the greatest of respect to Dr. Corkery, that says a lot.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Directive, Water Quality and Pollution: Discussion (13 Oct 2021)
Paul Daly: I thank the representatives from the EPA for attending the meeting today and for their submission to the committee. Many of the issues I was curious about at the start of the meeting have been addressed by other members, so I will not go back over old ground. I have two questions. The second is one I will probably have to make a statement on to explain what I am coming at, but I stress I...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Directive, Water Quality and Pollution: Discussion (13 Oct 2021)
Paul Daly: I welcome the officials from the Departments. I have a few brief questions. The first requires a "Yes" of "No" answer and that will determine where I go from there. In the draft nitrates programme we have at present, is the condition regarding the short-term rental of land over 30 km from home only for derogation farms or is it across the board, if it were included in the final document?
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Directive, Water Quality and Pollution: Discussion (13 Oct 2021)
Paul Daly: If it is going to be included and will be across the board, can Mr. Nolan not see the consequences of that? For example, I am from the midlands and there are many farmers with small or very poor quality holdings in areas in the west of Ireland who come to the midlands and rent land around us. That is the majority or largest part of their holdings. If that could not be considered for them,...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Directive, Water Quality and Pollution: Discussion (13 Oct 2021)
Paul Daly: I hope it is given consideration. The witnesses can see the implications it would have for the example I have given.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Directive, Water Quality and Pollution: Discussion (13 Oct 2021)
Paul Daly: I also appreciate the example Mr. Nolan has given. I know that probably is happening, but there are genuine cases where it would be detrimental.
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Directive, Water Quality and Pollution: Discussion (13 Oct 2021)
Paul Daly: I also have a couple of questions which I put to the representatives of the EPA when they were before the committee. The first is for the Department of Housing, Local Government and Heritage officials. This issue was raised with me by a frustrated farmer who is abiding by all the conditions. His land abuts the road and there is a stream going through it. The local authority rocked up and...
- Joint Oireachtas Committee on Agriculture, Food and the Marine: Nitrates Directive, Water Quality and Pollution: Discussion (13 Oct 2021)
Paul Daly: I agree with everything Mr. Nolan said. There are no cattle inside today and it is the middle of October, but I had cattle inside at the end of August a couple of years ago. Mr. Nolan knows what I mean. There has to be give and take on this issue also. I am on Mr. Nolan's side and I agree with most of what he is saying. However, one can have the storage, but it depends on when one has to...
