Steven Matthews: Public notice at the moment is site notice and newspaper notice, but you cannot go and put a site notice on somebody else's property. It is about making it as simple as possible. It is a fairly simple process at the moment even though it deals with complex issues, so let us not overcomplicate it. The Minister may wish to respond.
