- Joint Oireachtas Committee on Agriculture, Food and the Marine: Aquaculture Licensing Process: Department of Agriculture, Food and the Marine (6 Feb 2018)
Charlie McConalogue: I want to emphasise that point because otherwise it is fudging it. It needs to be crystallised. That implementation plan with targets set needs to be prioritised and put in train, understanding that there are resource implications and certain things will be given priority over others. It is not acceptable to kick that can down the road.
- Other Questions: Brexit Issues (7 Feb 2018)
Charlie McConalogue: 38. To ask the Minister for Jobs, Enterprise and Innovation her plans to minimise the impact of Brexit in County Donegal; the engagement she has had with the IDA and Enterprise Ireland to ensure they secure new investment in the county in view of Brexit; and if she will make a statement on the matter. [5761/18]
- Other Questions: Brexit Issues (7 Feb 2018)
Charlie McConalogue: Coming from a Border county, the Minister knows the potential difficulty that Brexit poses for employment and the economy in Border counties if it does not work out well. That is even more so the case in County Donegal, which is probably the most exposed region of Europe to Brexit and therefore needs every prioritisation from the Government in order to address that situation.
- Other Questions: Brexit Issues (7 Feb 2018)
Charlie McConalogue: I thank the Minister for her response. That there are more than 3,000 IDA client company jobs in Letterkenny shows what a good place Donegal can be in which to do business. It is a phenomenal number of jobs in IDA-supported companies, and those companies have been growing in recent years. They include SITA, Pramerica, Optum and Kirchoff, to name a small number of those which are continuing...
- Other Questions: Brexit Issues (7 Feb 2018)
Charlie McConalogue: The Minister is correct as SITA, Optibelt and Pramerica all have fine new premises. They are growing the work force and have tremendous workers and executives, driving those companies forward with the assistance of IDA Ireland. The Minister correctly points out that 70% of additional workers and employment comes from existing companies. Those companies would not be in Donegal if they had...
- Questions on Promised Legislation (7 Feb 2018)
Charlie McConalogue: Same issue also, a Leas-Cheann Comhairle.
- Questions on Promised Legislation (7 Feb 2018)
Charlie McConalogue: On the same issue, a number of farmers in Donegal were affected in the same way. I ask the Taoiseach to use his offices and work with the Minister for Agriculture, Food and the Marine. We had this matter before the agriculture committee last week. It is essential that these farmers get a prompt answer and that fairness is brought to the system. I note the Taoiseach looked over his...
- Questions on Promised Legislation (7 Feb 2018)
Charlie McConalogue: With new politics, it is important that Ministers are here to account for promised legislation. I could count on one hand the number of times the Minister for Agriculture, Food and the Marine has been here. The Taoiseach might raise that with him to try to ensure there is better attendance.

To ask the Minister for Agriculture, Food and the Marine the number of applications received under the flood damage relief scheme for Inishowen; the number of applications that have been paid out under the scheme; the number of applications that are still pending under the scheme; and if he will make a statement on the matter. [6243/18]

- Leaders' Questions (8 Feb 2018)
Charlie McConalogue: I raise with the Tánaiste the issue of the national planning framework and the finalisation of the current draft as a completed document. It is an exceptionally important framework which will take us forward to 2040 and inform the way investment is made over that period. It is crucial that the document is ambitious, comprehensive and sustainable, but it is also crucial that it is...
- Leaders' Questions (8 Feb 2018)
Charlie McConalogue: The Minister described the plan as "big news" but as currently constituted, it is big bad news for certain regions unless it is amended.
- Leaders' Questions (8 Feb 2018)
Charlie McConalogue: That is why the issues I have raised with the Tánaiste and sought assurances on must be dealt with and the document must be modified in advance of finalisation and publication. Can the Tánaiste give me specific assurances on the concerns I have raised to ensure there is actually a regional spread, that there is a key strategic priority to develop Border regions and that people...
- Questions on Promised Legislation (8 Feb 2018)
Charlie McConalogue: As a former Minister for Agriculture, Food and the Marine, I am sure the Tánaiste will understand very well the fodder crisis scheme the current Minister has announced. There is a shortage of grass and grass-based fodder in the country but the Minister, instead of introducing a meal voucher scheme, which would be grain-based, would operate at a world price and be easily transported, has...
- Written Answers — Department of Health: Hospital Services (8 Feb 2018)
Charlie McConalogue: 85. To ask the Minister for Health his plans to ensure approval is forthcoming for a request for additional funding of €1.8 million for Letterkenny University Hospital in order that the hospital can open an additional 20-bed ward and staff it appropriately to address an issue with persons having to wait on trolleys for hospital admission. [6111/18]
- Order of Business (13 Feb 2018)
Charlie McConalogue: This is a question to the Minister of State at the Department of Housing, Planning and Local Government, Deputy English, regarding the expert panel report on defective concrete blocks, an issue that affects up to 5,000 homes in Donegal. Will the Minister of State update the House on the progress in implementing the report's recommendations? Given that it has been more than a year since the...
- Priority Questions: Areas of Natural Constraint Scheme Funding (13 Feb 2018)
Charlie McConalogue: 26. To ask the Minister for Agriculture, Food and the Marine when the programme for Government commitment to increase areas of natural constraint, ANC, funding by €25 million in 2018 will be delivered; and if he will make a statement on the matter. [7416/18]
- Priority Questions: Areas of Natural Constraint Scheme Funding (13 Feb 2018)
Charlie McConalogue: When will the programme for Government commitment to increase areas of natural constraint, ANC, funding by €25 million in 2018 be delivered and how does the Minister propose to distribute and allocate that funding among the categories of disadvantaged area payments?
- Priority Questions: Areas of Natural Constraint Scheme Funding (13 Feb 2018)
Charlie McConalogue: I thank the Minister for his response. I agree with him that the ANC payment is an important one. The vast majority of farm families, approximately 100,000, receive it. One of the benefits of this funding is that all of it goes directly to farmers. I also agree on the proposed method of distribution of the funding, which is very much in line what I had proposed. I think it is a fair way...
