Eamon Gilmore: -----and I am now responding on behalf of the Labour Party to that proposal.
- Order of Business. (11 Nov 2010)
Eamon Gilmore: My response to it is that it is not satisfactory because the issue at stake here is the Tánaiste's handling of this matter when she was Minister for Agriculture, Fisheries and Food. I will give one example from the statement she made. She says that the Court of Auditors laid the blame at the feet of the European Commission. The Court of Auditors blamed the European Commission for working...

Eamon Gilmore: Who was responsible for the Commission working off old figures? Who was responsible for it having the old figures and who was responsible for it not knowing what consolidation took place between Carlow and Mallow? Was it the Minister for Agriculture, Fisheries and Food at the time, whose job it was to tell the Commission?
- Order of Business. (11 Nov 2010)
Eamon Gilmore: The Tánaiste's proposal is not acceptable to the Labour Party because that proposal involves a debate which will not have the Tánaiste responding to the questions that need to be addressed.

- Order of Business. (11 Nov 2010)

- Order of Business. (11 Nov 2010)
Eamon Gilmore: -----in Mallow. The Commission did not know what had happened. We are told by the Court of Auditors that the Commission did not know what happened and it did not have the up to date figures and that the Minister for Agriculture, Fisheries and Food at the time was the Minister responsible for making sure the Commission had the figures.

Eamon Gilmore: It is normal, a Cheann Comhairle, to deal with a number of matters on the Order of Business.
- Order of Business. (11 Nov 2010)
Eamon Gilmore: Today's Financial Times contains three articles on Ireland's economic difficulties, including a front page report on yesterday's increase in Ireland's cost of borrowing. I understand our cost of borrowing has risen still further this morning. I ask the Tánaiste whether the Minister for Finance plans to make a statement before the weekend either in the House or outside it to address the...

- Consultancy Contracts (16 Nov 2010)
Eamon Gilmore: Did I hear the Taoiseach correctly say that the number of occasions when a Minister needed to use the procedure recommended in the Quigley report, whereby when a particular PR consultant is being recommended by the Minister himself or herself it needs to go to the Secretary General to the Government, was two since 2005?

Eamon Gilmore: The Taoiseach stated that one related to the Department of Communications, Energy and Natural Resources in 2008. One also related to the Department of the Environment, Heritage and Local Government in 2007. Was that in the lifetime of the present Minister for the Environment, Heritage and Local Government?
- Consultancy Contracts (16 Nov 2010)
Eamon Gilmore: In respect of both of those appointments, what was unique about them that they required the appointment of an outside PR consultant? Why was the PR work concerned not considered to be a normal part of the press or PR work of the two respective Departments?

Eamon Gilmore: I will ask two brief questions. Which is the lead Department responsible for public service reform? Is it the Department of the Taoiseach or the Department of Finance? What savings is the Croke Park agreement estimated to achieve in 2011?
- Leaders' Questions (16 Nov 2010)
Eamon Gilmore: I want to ask the Taoiseach what is going on. Last week the cost of State borrowing reached record levels and last Thursday morning I asked the Tánaiste on the Order of Business if the Minister for Finance was going to make a statement either that day or sometime over the weekend about the very turbulent financial situation the country was facing. No such statement was made. However, we...
- Leaders' Questions (16 Nov 2010)
Eamon Gilmore: I accept that the Taoiseach is not responsible for the rumours and speculation in the international media, but he and his Government are responsible for putting those rumours to rest and for settling the position. Unfortunately, that has not happened over the course of the weekend. The Taoiseach continuing to rely on the phrase that the Government has not made an application to the European...
- Order of Business (16 Nov 2010)
Eamon Gilmore: What is the date for the publication of the four-year plan? I understood from previous replies given by the Taoiseach that it was intended to publish it some time next week. Reports this morning suggested the Government would bring forward its publication date to earlier than recently stated. Does the Taoiseach's reply to Deputy Kenny mean it will be published earlier than next week?
