Gerry Horkan: Of course, the Senator is allowed to wait. That is fine.

Seanad: Assisted Decision-Making (Capacity) (Amendment) Bill 2022: Report Stage (29 Nov 2022)

Gerry Horkan: Amendments Nos. 17 and 18 are out of order, as they place a potential charge on revenue.

Seanad: Assisted Decision-Making (Capacity) (Amendment) Bill 2022: Report Stage (29 Nov 2022)

Gerry Horkan: Yes.

Seanad: Water Environment (Abstractions and Associated Impoundments) Bill 2022: Report and Final Stages (30 Nov 2022)

Gerry Horkan: I welcome the Minister of State, Deputy Burke, back to the House.

Seanad: Gnó an tSeanaid - Business of Seanad (1 Dec 2022)

Gerry Horkan: I do not think this has been done before. It is possibly a reflection on the Cathaoirleach and the Chamber's reaction to, and celebration of, Romania's national day. The Cathaoirleach outlined very clearly some of Romania's struggles for independence and so on. It is absolutely fantastic that not only do we have the Romanian ambassador to Ireland, Laureniu-Mihai tefan, here with his...

Seanad: An tOrd Gnó - Order of Business (1 Dec 2022)

Gerry Horkan: I acknowledge the great privilege I have of being the convener of the Romania-Ireland inter-parliamentary friendship group, as referred to by the Cathaoirleach. Anyone who is not already a member of the group is more than welcome to join me and the rest of the team, which focuses on interparliamentary relations with the Romanian Parliament and the Romanian people.

Seanad: An tOrd Gnó - Order of Business (1 Dec 2022)

Gerry Horkan: We have a new member of the group already.

Seanad: An tOrd Gnó - Order of Business (1 Dec 2022)

Gerry Horkan: I thank Senator Murphy for his perfectly timed contribution.

Joint Oireachtas Committee on Transport, Tourism and Sport: Motorway Toll Charges: Transport Infrastructure Ireland (29 Nov 2022)

Gerry Horkan: I apologise for missing some of the meeting. I had a prior engagement. I read the opening statement Mr. Walsh submitted to the committee, but I did not catch all of the interactions that have taken place this evening. I apologise if I repeat points that were already raised. The announcement today of a deferral for at least six months of the increase in toll charges takes some of the heat...

Joint Oireachtas Committee on Transport, Tourism and Sport: Motorway Toll Charges: Transport Infrastructure Ireland (29 Nov 2022)

Gerry Horkan: We were grateful to be there.

Joint Oireachtas Committee on Transport, Tourism and Sport: Motorway Toll Charges: Transport Infrastructure Ireland (29 Nov 2022)

Gerry Horkan: I have an idea, although not as much of a handle as the witnesses do, of the running cost of the network. The toll charge is increasing in accordance with the CPI, whatever percentage that happens to be. To be clear, I am asking whether TII's costs have gone up by more or less than the CPI. I presume the witnesses keep track of that.

Joint Oireachtas Committee on Transport, Tourism and Sport: Motorway Toll Charges: Transport Infrastructure Ireland (29 Nov 2022)

Gerry Horkan: I appreciate that capital expenditure is not the same as revenue. A road that is perfect does not stay perfect forever but, once it is built, it is built and the costs of keeping it maintained may not be as high as inflation, or perhaps they are greater than inflation. That is really the question I am asking.

Joint Oireachtas Committee on Transport, Tourism and Sport: Motorway Toll Charges: Transport Infrastructure Ireland (29 Nov 2022)

Gerry Horkan: How much was that two years ago and how much is it now? How much is the percentage increase? How much has the cost of running the network gone up versus the extra charges?

Joint Oireachtas Committee on Transport, Tourism and Sport: Motorway Toll Charges: Transport Infrastructure Ireland (29 Nov 2022)

Gerry Horkan: I said that but I also acknowledge that there are costs. A perfect road is perfect for a while, but it needs ongoing maintenance. I accept that.

Joint Oireachtas Committee on Transport, Tourism and Sport: Motorway Toll Charges: Transport Infrastructure Ireland (29 Nov 2022)

Gerry Horkan: Because it is oil-based.

Joint Oireachtas Committee on Transport, Tourism and Sport: Motorway Toll Charges: Transport Infrastructure Ireland (29 Nov 2022)

Gerry Horkan: I am not trying to give TII the get-out-of-jail or defence mechanism, but I am trying to interrogate. TII is saying that the contract says we can do this, so we can do this. I am trying to tease out whether it is just massive additional revenue TII is getting with no extra increase or not. I would like to have more detail on some of what the witnesses are telling me – not just from...

Joint Oireachtas Committee on Transport, Tourism and Sport: Motorway Toll Charges: Transport Infrastructure Ireland (29 Nov 2022)

Gerry Horkan: I do not know. I will defer to the Chair’s knowledge on everything. If a person is driving the M50 twice a day, every day, I presume that person would have a tag. It would be very foolish not to. If a person only drives it once a year, it might not be worth investing in a tag.

Joint Oireachtas Committee on Transport, Tourism and Sport: Motorway Toll Charges: Transport Infrastructure Ireland (29 Nov 2022)

Gerry Horkan: Not how many registered users there are, because I could be a registered user and use it once a year. Some 140,000 vehicles go through it every day - 40,000 are X and 40,000 are Y, or whatever. Does Mr. Masterson know the percentages?
