Seán Fleming: Where there is a car accident, the Garda Síochána must be able to phone someone and get the truck out there within 20 minutes. I understand that. Were there no approved rates of €20, €40 or €100 an hour in place for the contractors? Was it up to the local superintendent to ask the service provider to send in the bill?
