Seanad: Mother and Baby Institutions Payment Scheme Bill 2022: Report Stage (Resumed) and Final Stage (28 Jun 2023)

Eileen Flynn: As the Minister knows from the Committee Stage debate with Senator Higgins, we proposed to delete the part of the Bill that would force survivors to give up their rights to take legal action against the State when they accepted a payment under the scheme. These amendments were ruled out of order. As a compromise, amendments Nos. 32 and 35 would insert paragraphs providing for the prevention...

Seanad: Mother and Baby Institutions Payment Scheme Bill 2022: Report Stage (Resumed) and Final Stage (28 Jun 2023)

Eileen Flynn: The Civil Engagement Group was very disappointed with the reply from the Department on amendment No. 34. To make a general point, to claim that emotional abuse is recognised in the Bill when it is not is a total insult, not to us as legislators who are trying to bring about a better Bill, one where people will get justice, but to the survivors. It is an absolute insult. I am not being...

Seanad: Mother and Baby Institutions Payment Scheme Bill 2022: Report Stage (Resumed) and Final Stage (28 Jun 2023)

Eileen Flynn: First, I am sorry for a comment I made earlier to the Minister. I would like to withdraw it. I am genuinely sorry. This is one of only two time-related amendments that we introduced. This amendment is very moderate. It simply asks that decision-making officers should not take any longer than 30 days to notify the HSE that a person is entitled to an enhanced medical card under the scheme....

Seanad: An tOrd Gnó - Order of Business (4 Jul 2023)

Eileen Flynn: I am getting used to leaving her in the Gallery so that she will not be disturbing the House. I thank the Leas-Chathaoirleach. Yesterday, I got word that a young woman who was living in Labre Park for a while before she moved - she was actually a good friend for the length that she was in Labre Park - passed away by suicide. Thinking of the last number of months, the level of suicides...

Joint Oireachtas Committee on Education and Skills: Education Needs of Deaf and Hard-of-Hearing Students: Discussion (4 Jul 2023)

Eileen Flynn: I thank the Holy Family school for all its work. It is a fantastic school that empowers young students to go on to be what they want to be. There are some supports in Dublin for deaf students but are there deaf schools beyond Dublin, in the likes of Kerry or Donegal, that are able to facilitate students? I refer to the wraparound supports that are needed for students to be successful...

Joint Oireachtas Committee on Education and Skills: Education Needs of Deaf and Hard-of-Hearing Students: Discussion (4 Jul 2023)

Eileen Flynn: I wanted to ask a question about stigma. Within the Traveller community, there is still a lot of shame that comes with a child being deaf. The supports are not there for children in the community. Ms O'Rourke said there are people from different countries in her school. Out of curiosity, are there people from the Traveller community in her school?
