Seanad: Online Safety and Media Regulation Bill 2022: [Seanad Bill amended by the Dáil] Report and Final Stages (6 Dec 2022)

Micheál Carrigy: Now.

Seanad: Online Safety and Media Regulation Bill 2022: [Seanad Bill amended by the Dáil] Report and Final Stages (6 Dec 2022)

Micheál Carrigy: I compliment the Minister. This is an important day. As we have said before, this legislation is probably among the most important that will go through these Houses during our time in the Houses of the Oireachtas. It supports all forms of local media. Our independent newspapers and media will in the main be happy that we have fought the case for them with regard to supports. Ultimately, it...

Seanad: Online Safety and Media Regulation Bill 2022: Motion for Earlier Signature (6 Dec 2022)

Micheál Carrigy: I move: That pursuant to subsection 2° of section 2 of Article 25 of the Constitution, Seanad Éireann concurs with the Government in a request to the President to sign the Online Safety and Media Regulation Bill 2022 on a date which is earlier than the fifth day after the date on which the Bill shall have been presented to him.

Seanad: Nithe i dtosach suíonna - Commencement Matters: Education and Training Provision (7 Dec 2022)

Micheál Carrigy: In recent months, the Joint Committee on Autism, of which I am Chairperson, has been meeting with parents' groups from all over the country. A theme that keeps coming up is the lack of therapy services. When we drill down into that issue, we find there are more than 800 posts that are fully funded by the Government across all therapy services, including speech and language, occupational...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Education and Training Provision (7 Dec 2022)

Micheál Carrigy: I concur with the Senator's comments. This is an issue we have raised with the Minister, Deputy Harris, and we compliment him and the Government for the investment in the third level education. However, I am slightly disappointed with the Minister of State's answer, to be quite honest. We have done expressions of interest in other areas, including dentistry and pharmacy, for the academic...

Seanad: Death of Former Member: Expressions of Sympathy (7 Dec 2022)

Micheál Carrigy: I welcome the Brennan family and Deputy Joe Carey and former Deputy Brian Walsh to the Chamber. I got to know Terry after I got elected in 2009, when I would travel to various events throughout the country. He was particularly friendly with what we in Fine Gael in Longford call the three amigos. Unfortunately, all three have passed away since. They were Councillor Gerry Brady, Councillor...

Seanad: Social Welfare Bill 2022: Second Stage (7 Dec 2022)

Micheál Carrigy: I welcome the Minister. First, it is important to acknowledge the budget and the targeted measures that were put in place by the Minister across all sectors of society, particularly that comprising those who are most vulnerable. The extra supports that were put in place and the widening of the fuel allowances were provided to those who are most vulnerable in society. I compliment the...

Seanad: Childcare Services: Motion [Private Members] (7 Dec 2022)

Micheál Carrigy: I welcome the Minister of State. I would say to Senator Martin that it will probably be 11 p.m. or 11.30 p.m. when I get home tonight, but I will see the kids in the morning, which is why I continue to drive up and down every day. When one has a young family, it can be difficult to be away. My wife is a primary school teacher who works too, so we know the benefit of childcare from the last...

Joint Oireachtas Committee on Transport, Tourism and Sport: Motorway Toll Charges: Transport Infrastructure Ireland (29 Nov 2022)

Micheál Carrigy: I welcome the witnesses. When I leave this meeting tonight, I will travel along the M4 to Longford. I will pay a €3 toll, which is probably among the more expensive tolls. I do not think I am getting value for money, especially because I am going to Longford. It is the same for anyone who is travelling to the north west, including Mayo, north Roscommon, Sligo, Leitrim, Longford,...

Joint Oireachtas Committee on Transport, Tourism and Sport: Motorway Toll Charges: Transport Infrastructure Ireland (29 Nov 2022)

Micheál Carrigy: Mr. Walsh referred to a draft plan. Is the project included in the draft plan?

Joint Oireachtas Committee on Transport, Tourism and Sport: Motorway Toll Charges: Transport Infrastructure Ireland (29 Nov 2022)

Micheál Carrigy: Should sufficient money be provided, that project will continue. Is that what Mr. Walsh is saying?

Joint Oireachtas Committee on Transport, Tourism and Sport: Motorway Toll Charges: Transport Infrastructure Ireland (29 Nov 2022)

Micheál Carrigy: I have done that but I did not get a comprehensive reply.

Joint Oireachtas Committee on Transport, Tourism and Sport: Motorway Toll Charges: Transport Infrastructure Ireland (29 Nov 2022)

Micheál Carrigy: I reiterate that this is the missing piece from the jigsaw of the country's network. A total of €500 million is being spent in the west on the N4 and the N5, and this section is between those roads. Whatever it takes, it needs to continue to planning permission stage. The funding to get it to that point is not significant, and the most significant drain on funding is, naturally...

Seanad: An tOrd Gnó - Order of Business (14 Dec 2022)

Micheál Carrigy: I concur with the comments of Senator Buttimer with regard to international surrogacy recommendtions which have been accepted by Government. Great praise has to go to our colleague, Senator Mary Seery Kearney. We would not be where we are today without the work that she has put in over the past 24 months. I want to say well done to her for her work on that. This morning, significant...

Seanad: National Tourism Development Authority (Amendment) Bill 2022: Committee and Remaining Stages (14 Dec 2022)

Micheál Carrigy: Now.

Seanad: National Tourism Development Authority (Amendment) Bill 2022: Committee and Remaining Stages (14 Dec 2022)

Micheál Carrigy: The Minister is welcome. I concur with the comments of Senator Cassells on the recent meeting of the Oireachtas Joint Committee on Tourism, Culture, Arts, Sport, Gaeltacht and Media, of which I am a member. The IHF painted an extremely stark picture. The Minister is well aware of this and is engaging with the stakeholders but a strong conversation will have to take place early in the new...

Seanad: Animal Health and Welfare (Dogs) Bill 2022: Second Stage (14 Dec 2022)

Micheál Carrigy: I commend the Bill. Any of us who read about or heard the story of the young lad who was mauled a number of weeks ago or heard his young brother could not but be touched by what happened. It is important we send our best wishes to young Alejandro. I hope he recovers. I come from a rural area and a farming community and have spoken to landowners, farmers and so on. I have seen what has...

Seanad: Animal Health and Welfare (Dogs) Bill 2022: Second Stage (14 Dec 2022)

Micheál Carrigy: That makes sense. I apologise. The Bill deserves to be supported. We need to send out a strong signal that we cannot accept what has been going on in the past and that it is up to us as the Government to make the changes that need to be made. The changes proposed in the Bill are fairly simple so I am very supportive of it.

Seanad: An tOrd Gnó - Order of Business (15 Dec 2022)

Micheál Carrigy: I echo the comments of my fellow Members and extend my sympathies to the family of the late Private Seán Rooney. I come from a constituency that used to have three barracks in Mullingar, Longford and Athlone, with Custume Barracks in Athlone being the main barracks. There is a very strong military history in the area. A lot of service has been given to the Defence Forces from people...

Joint Committee on Tourism, Culture, Arts, Sport And Media: Rising Cost of Tourist Accommodation: Discussion (Resumed) (7 Dec 2022)

Micheál Carrigy: I apologise for being late. I was dipping in and out of the televised proceedings while at other meetings. I concur with what Senator Cassells said regarding the welcome for the legislation he mentioned. I was in the Seanad last night for the debate on the increased funding that will be coming from the Government to support the tourism industry. It has been recognised that significant...
