Joint Oireachtas Committee on Agriculture, Food and the Marine: Forestry Sector: Discussion (Resumed) (14 Sep 2021)

Paul Daly: I have the correspondence from the Department. I have the licence number from the felling licence and I have the response, which says it will be nine months, at least, before he gets his felling licence.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Impact of Peat Shortages on the Horticultural Industry: Minister of State at the Department of Housing, Local Government and Heritage (21 Sep 2021)

Paul Daly: I welcome the Minister of State and Mr. Lucas. As Deputy Collins said, coming into the fray so late in the game, a lot of what I had intended to ask has already been asked. That is not to say I would be over the moon about the answers that were given to some of the questions. I have lost count of how many meetings we have had on this issue. The submissions we received from guests on each...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Common Agricultural Policy: Women in Agriculture Stakeholders Group (21 Sep 2021)

Paul Daly: I thank the witnesses from WASG. On a lighter note, I warmly welcome the fact we have members of the IFA, ICMSA, ICSA and INHFA coming to us collectively with a common goal. Maybe the delegates will pass on to their male counterparts in their representative bodies the message that if they work collectively and all sing from the one hymn sheet, they can be a hell of a lot more successful. I...

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Practice (Amendment) Bill 2021: Discussion (28 Sep 2021)

Paul Daly: I will not damage the new-found relationship Deputy Carthy and I have so soon. If it is the committee's belief we should bring in other people, I will go along with that no problem.

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Practice (Amendment) Bill 2021: Discussion (28 Sep 2021)

Paul Daly: I agree.

Seanad: An tOrd Gnó - Order of Business (30 Sep 2021)

Paul Daly: I wish to be associated with the very eloquent tribute - eloquent as always - that Senator Norris paid to Mervyn Taylor. Go ndéana Dia trócaire ar a anam. It will come as no surprise to anybody here that I wholeheartedly agree with and support Senator Kyne's request and statement. I will not respond to every Senator other than to say in response to Senator Mullen that I just wish...

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Practice (Amendment) Bill 2021: Discussion (28 Sep 2021)

Paul Daly: I thank Deputy Cahill for introducing this Bill. It is no secret that I was a member of the previous committee, which held numerous hearings on this issue. As a party colleague of Deputy Cahill, I have been with him every step of the way in bringing this Bill to where it is today. It will be no surprise to anyone that, for obvious reasons, I will not start knocking it at this eleventh...

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Practice (Amendment) Bill 2021: Discussion (28 Sep 2021)

Paul Daly: Following on from the deals that are already done, how will the Bill influence their operation going forward? If the Bill is accepted in the morning and if the President signs it, what is the solution to get the corporates legal again?

Joint Oireachtas Committee on Agriculture, Food and the Marine: General Scheme of the Veterinary Practice (Amendment) Bill 2021: Discussion (28 Sep 2021)

Paul Daly: What I was going to say has been discussed in a roundabout way during deliberations between Deputies Carthy and Cahill. I signalled for the Vice Chairman's attention to come in to propose the committee would agree today to let the Bill go to the next Stage. I propose that as somebody who was in the previous committee which had VCI in and based on deliberations I had today about where VCI...

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)

Paul Daly: What Dr. Corkery is talking about is going the legal route. If a farmer is going to the North, they are not going the legal route; let us call a spade a spade. No vet will be involved. A farmer will walk into a licensed merchant in the North, buy a gallon of dosing liquid, put it in the boot of the car and come home. It will be administered and not recorded. That is what I am talking...

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)

Paul Daly: I prefaced what I said by saying that I knew it was illegal. However, we need to try to put up the barriers at the earliest juncture possible to avoid illegal trading. The point I am making is what we are doing here is promoting illegal trading.

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)

Paul Daly: I am not talking about illegal medicines. I am talking about the very same product that I can buy locally but just buying it in the North. The product is not illegal but where I buy it is illegal. I am talking about using the very same product, but it is a question of where I source it.

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)

Paul Daly: I beg to differ on that.

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)

Paul Daly: Is it not true to say that Sweden and Denmark have the best results?

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)

Paul Daly: Are new state aid rules not common across the entire Union? How can they do it in other countries?

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)

Paul Daly: With respect, I am concentrating on the dispensing of antiparasitic medicine. Where are we on that between now and January?

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)

Paul Daly: That is irrespective of the point I made that veterinarians will not have the technology and software.

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)

Paul Daly: Dr. Corkery might comment on my question about the stakeholder engagement.

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)

Paul Daly: I asked if it was up and running and if everybody was happy with it. Is it prescription per incident or an annual prescription? Does a person have to contact his or her veterinarian every time he or she needs a prescription?

Joint Oireachtas Committee on Agriculture, Food and the Marine: EU Regulation on Veterinary Medicinal Products (Resumed): Department of Agriculture, Food and the Marine (6 Oct 2021)

Paul Daly: But a farmer will have to contact a vet. If a farmer wants to dose his or her cattle today, he or she needs to contact a vet to get a prescription. If a farmer has a sheep with maggots tomorrow and needs antiparasitic boron, he or she needs to contact the vet again. Does a farmer have to get a separate prescription for every transaction?
