- Seanad: Litter Pollution (Amendment) Bill 2017: Second Stage (10 May 2017)
Rose Conway Walsh: I thank the Minister for coming to the House. I welcome the introduction of this Bill. Sinn Féin will support its passage through Second Stage. The issue of proper waste management is one that has impacted on many communities. Sinn Féin is against the privatisation of council and domestic refuse services. We increasingly find the impact of privatisation, particularly in rural...
- Seanad: Order of Business (16 May 2017)
Rose Conway Walsh: We were very disappointed last week not to get cross-party support, particularly from Fianna Fáil, for the motion we tabled regarding the review of the areas of natural constraint, ANC, scheme. The reason given by Fianna Fáil for not giving its support related to the timing of the motion, which coincided with the deliberations of the Joint Committee on Agriculture, Food and the...
- Seanad: Order of Business (16 May 2017)
Rose Conway Walsh: -----to transfer to the Galway campus. I want to highlight the inequalities. The universities in question do not even include these huge amounts of money in their accounts. Meanwhile, what University College Galway has in a loan would keep the Mayo campus of GMIT going for 15 years. This is not acceptable. I want the Minister for Education and Skills to come before the House and explain...
- Seanad: Order of Business (16 May 2017)
Rose Conway Walsh: Yes.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit - Recent Developments and Future Negotiations: Discussion (16 May 2017)
Rose Conway Walsh: Under whose direction does Mr. Callinan act? I take it he follows political direction set by the Taoiseach and the Government.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit - Recent Developments and Future Negotiations: Discussion (16 May 2017)
Rose Conway Walsh: The majority of Members of the Houses have adopted the position that the North is being dragged out of the European Union against its will and should receive special status within the Union. Does Mr. Callinan adopt that mandate in his work? Has the Taoiseach or another Minister told him that achieving special status for the North is part of his job?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit - Recent Developments and Future Negotiations: Discussion (16 May 2017)
Rose Conway Walsh: I am concerned that the political direction given to civil servants is at odds with the democratic position of the Houses and the will of the people. As the lead civil servant in dealing with this matter, has Mr. Callinan ever raised the need for special designated status for the North?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit - Recent Developments and Future Negotiations: Discussion (16 May 2017)
Rose Conway Walsh: The Irish Government has most direct influence at the European Council, but that institution arguably has the weakest stance on safeguarding Ireland's rights. I am really concerned about the earlier discussion in which it emerged that we had not even asked for a veto on certain aspects. This is a card we have to play. Without doing so, everything is just words, grand intentions. Mr....
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit - Recent Developments and Future Negotiations: Discussion (16 May 2017)
Rose Conway Walsh: Mr. Callinan is saying there would be no value in asking for a veto.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit - Recent Developments and Future Negotiations: Discussion (16 May 2017)
Rose Conway Walsh: Does Mr. Callinan think that was the right approach to take?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit - Recent Developments and Future Negotiations: Discussion (16 May 2017)
Rose Conway Walsh: I beg to differ. The only mention of Ireland is in a restatement of support for the peace process which has always been there and is, of course, very welcome. There is a vague statement about flexible and imaginative solutions being needed to avoid a hard border, but there is nothing concrete. "Flexible and imaginative" is diplomatic-speak for "We have no idea". Mr. Barnier has been...
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit - Recent Developments and Future Negotiations: Discussion (16 May 2017)
Rose Conway Walsh: Surely that is why special designated status for the North has to be front and centre.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit - Recent Developments and Future Negotiations: Discussion (16 May 2017)
Rose Conway Walsh: Have we requested any exemptions under the fiscal rules to be activated given the economic projections that Brexit will hurt this country?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit - Recent Developments and Future Negotiations: Discussion (16 May 2017)
Rose Conway Walsh: Have we sought an exemption for some state aid rules so that if certain sectors need an injection from public funds to get them over a bump, that the money will not be ruled illegal by the EU?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit - Recent Developments and Future Negotiations: Discussion (16 May 2017)
Rose Conway Walsh: I am concerned that we are not asking for much at this stage. This is two years down the line. If we do not ask, we do not get.
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit - Recent Developments and Future Negotiations: Discussion (16 May 2017)
Rose Conway Walsh: I think we should be moving on from the "looking at" stage at this point. Have we sought any upfront funding for structural fund projects that will needed as a consequence of Brexit?
- Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Brexit - Recent Developments and Future Negotiations: Discussion (16 May 2017)
Rose Conway Walsh: I believe we need considerably more openness and transparency. I listened to the British Secretary of State for Foreign and Commonwealth Affairs, Boris Johnson, say yesterday that nothing is agreed until everything is agreed. It almost seems as if Ireland will be used as a pawn in the relationship between Britain and the EU, which concerns me deeply.
- Seanad: Order of Business (17 May 2017)
Rose Conway Walsh: I echo Senator Boyhan's concerns and support his call for the Minister for Health to explain to the House his plans regarding the National Rehabilitation Hospital in Dún Laoghaire. This is a serious issue that affects the entire country. I know people who are waiting to access the centre. The 12 beds to which Senator Boyhan referred must be opened as soon as possible. I gave notice...
- Seanad: Order of Business (17 May 2017)
Rose Conway Walsh: As the Leader is aware, this is an important issue in rural Ireland. It must be dealt with as a stand-alone farming issue to address current inequality. I will not allow the waters to be muddied by bringing other farming issues into the mix. During the most recent negotiations on the Common Agricultural Policy, small farmers in the west were told not to worry about what would happen in...
