Declan Breathnach: It is in the programme for Government.

Joint Oireachtas Committee on European Union Affairs: Special Meeting of the Joint Committee on European Union Affairs meeting with the Joint Committee on Foreign Affairs and Trade, and Defence and the Joint Committee on the Implementation of the Good Friday Agreement
Engagement with Mr. Guy Verhofstadt MEP, European Parliament Brexit Co-ordinator
(21 Sep 2017)

Declan Breathnach: I address my remarks to you, a Cheann Comhairle and to parliamentarians of this State, Northern Ireland, Europe and beyond. Today is world International Day of Peace, as designated by the United Nations and that should not be lost on our defining moment in 1998 with the signing of the Good Friday Agreement and the subsequent establishment of the Joint Committee on the Implementation of the...

Order of Business (26 Sep 2017)

Declan Breathnach: I will be brief. In the programme for Government, there is a commitment to better connectivity between urban and rural areas. I welcome the utterances of the Minister, Deputy Flanagan, when he was Minister for Foreign Affairs and Trade, and those of the Taoiseach in recent days on the upgrading of a high-speed train between Dublin and Belfast. I would like the Taoiseach to confirm that and...

UK Withdrawal from the EU: Statements (26 Sep 2017)

Declan Breathnach: This is my first opportunity to wish the Minister well in his role, which I do. It is a difficult position. I have always commended the all-Ireland dialogue, which I have attended to date. Unfortunately, I will not be able to do so on Thursday as I have other business in Jersey relating to the British-Irish Parliamentary Association. That said, I note the lack of devolved government in...

Written Answers — Department of Health: Health Services Staff Recruitment (3 Oct 2017)

Declan Breathnach: 391. To ask the Minister for Health if funding for a further podiatrist in County Louth will be made available in the upcoming budget; and the reason for the sudden increase in County Louth in the number of persons with diabetes requiring inpatient treatment for diabetic foot ulceration. [41565/17]

Topical Issue Debate: Respite Care Services Provision (4 Oct 2017)

Declan Breathnach: As the Minister of State is aware, we have highlighted the plight of families in Louth who have been looking for respite for their loved ones since this Dáil began. We have organised meetings with the Minister of State and other Ministers and have had numerous representations on behalf of the families. Deputy Adams referred to a perpetual crisis; I would describe it as breaking point....

Topical Issue Debate: Respite Care Services Provision (4 Oct 2017)

Declan Breathnach: I do not often find myself agreeing with Deputy Adams but as the Minister of State spoke, I wrote down, "Not one word other than further discussion exploring options." That is of no benefit to the family of a 26 year old severely disabled daughter who have been looking for proper respite care for three years. Even when she gives a few months' notice, she is told there is none available. I...

Financial Resolutions 2018 - Financial Resolution No. 1: Tobacco Products Tax (10 Oct 2017)

Declan Breathnach: If it were many years ago Members from Dundalk would be shouting from the rooftops at increases in tobacco prices. We must support this resolution on the basis of health but heavy smokers will obviously bear the brunt of it. I agree with Deputy Calleary on the need to strengthen revenue in the face of tobacco smuggling and the illicit trade that will no doubt occur as a result of a further...

Financial Resolution No. 2: Stamp Duties (10 Oct 2017)

Declan Breathnach: It is clear that the stamp duty collection is a shaky cornerstone of this budget. I reiterate what others in the House have said that any developing farm or expanding farm should be exempt from the increase in stamp duty. The Minister needs to clarify the various messages and signals that are coming out, which do not seem to be ad idemwith what appears in the document before us.

Written Answers — Department of Health: Home Care Packages Data (10 Oct 2017)

Declan Breathnach: 303. To ask the Minister for Health the funding available for home care packages of approximately €149 million and the additional €9 million supported by HSE and an organisation (details supplied) available for intensive home care packages, by county, in tabular form; and if he will make a statement on the matter. [42545/17]

Written Answers — Department of Agriculture, Food and the Marine: Areas of Natural Constraint Scheme Funding (10 Oct 2017)

Declan Breathnach: 460. To ask the Minister for Agriculture, Food and the Marine if in line with a promise made in the programme for Government the promised €25 million increase for areas of natural constraint (ANC) payments will be made later in 2017; if provision for this will be included in budget 2018; and if he will make a statement on the matter. [42551/17]

Written Answers — Department of Agriculture, Food and the Marine: Sheep Welfare Scheme Expenditure (10 Oct 2017)

Declan Breathnach: 466. To ask the Minister for Agriculture, Food and the Marine if his attention has been drawn to the fact that of the €25 million announced in December 2016 for the sheep welfare scheme that only €20 million of this has been spent; if additional funding will be granted for an enhanced sheep welfare scheme in budget 2018; and if he will make a statement on the matter. [42572/17]

Leaders' Questions (11 Oct 2017)

Declan Breathnach: The Government should publish the report.

Financial Resolutions 2018 - Financial Resolution No. 4: General (Resumed) (12 Oct 2017)

Declan Breathnach: This could be called the Mary Poppins budget. Mary dons the umbrella with the rainy day fund while the Minister for Finance, Deputy Donohoe, sings "A Spoonful of Sugar" makes the less popular measures go down. Many of the measures in the budget are positive, such as an increase in the number of teachers, gardaí and additional guidance counsellors for secondary schools, further...

Questions on Promised Legislation (18 Oct 2017)

Declan Breathnach: The Taoiseach knows that valuation orders were signed for the ratings authorities of Cavan, Fingal, Louth, Meath, Monaghan, Tipperary, Wexford and Wicklow county councils this month. Ratepayers are looking for equity and we have the Commercial Rates Bill which has not even gone to pre-legislative scrutiny. Ratepayers in this country are chomping at the bit looking for equity, modernisation...

Written Answers — Department of Foreign Affairs and Trade: Northern Ireland (18 Oct 2017)

Declan Breathnach: 115. To ask the Minister for Foreign Affairs and Trade the progress made in dealing with legacy issues despite the absence of the Northern Ireland Executive; the discussions that have taken place with Secretary of State James Brokenshire or the UK Secretary of State for Foreign Affairs on legacy issues; and if he will make a statement on the matter. [44201/17]

Questions on Promised Legislation (19 Oct 2017)

Declan Breathnach: We were promised legislation on the domestic violence Bill. I want to raise the need for an urgent protocol or procedure at all Garda stations to fast-track victims of violence immediately, through a national manned call line where local facilitation can be organised for immediate privacy and prioritisation, especially where victims of rape and violence feel seriously threatened. Listening...

Ceisteanna - Questions - Priority Questions: Crime Prevention (19 Oct 2017)

Declan Breathnach: Ós rud é nach bhfuil na Teachtaí a chuir síos Ceisteanna Uimh. 4 agus 5 i láthair, bogfaimid ar aghaidh go dtí Ceist Uimh. 6.
