- Seanad: Order of Business (Resumed) (3 Jun 2010)
Paschal Donohoe: Surely that applies in this case as well. I agree with Senator Glynn's observation that it is a beautiful morning. When I heard the birds tweeting away as I walked to the House, I was reminded they are not the only ones who tweet.
- Seanad: Order of Business (Resumed) (3 Jun 2010)
Paschal Donohoe: Yes. The Deputy Leader owns the deadliest pair of thumbs in Irish politics.
- Seanad: Order of Business (Resumed) (3 Jun 2010)
Paschal Donohoe: I wish mine were so deadly.
- Seanad: Order of Business (Resumed) (3 Jun 2010)
Paschal Donohoe: I am working up to my question.
- Seanad: Order of Business (Resumed) (3 Jun 2010)
Paschal Donohoe: Given that other animals that are out there tweeting on this beautiful morning, and in light of the Deputy Leader's recent tweetings on various matters, I ask him to put on the public record his concerns about the expenses issue that has been highlighted by Senator Fitzgerald. If he is willing to put them on the record elsewhere, I ask him to put them on the record of the House this morning....
- Seanad: Order of Business (Resumed) (3 Jun 2010)
Paschal Donohoe: I wish to specify that I am moving an amendment to ask Members of this House to respond to the points made by Senator Callely yesterday. I am not asking the Senator to come in here again. I am trying to give all Members an opportunity to respond to what he said yesterday.
- Seanad: Order of Business (Resumed) (3 Jun 2010)
Paschal Donohoe: Yes, I want to have a debate on it.
- Seanad: Order of Business (Resumed) (3 Jun 2010)
Paschal Donohoe: I am asking him for a debate, in which all Members of the House can participate, on the content of the contribution made by Senator Callely yesterday. If the Senator wishes to contribute to that debate, of course he will be welcome.
- Seanad: Innovation Economy Development (3 Jun 2010)
Paschal Donohoe: I welcome the Minister of State, Deputy Calleary, and thank the Cathaoirleach for selecting this motion, to which there are a number of elements. The first is that the actual record on the spending of taxpayers' money on IT-related projects during the years has been patchy at best. The Comptroller and Auditor General compiled a report on this subject about a year ago, in which his office...
- Seanad: Order of Business (15 Jun 2010)
Paschal Donohoe: I strongly support the point made by Senator Fitzgerald on the need for debate and discussion on the issue of maternity scanning. This is a matter of great importance given the debates in this House regarding the role of the HSE. The HSE was set up to do many things, two of the most important being to ensure that good practice was spread across the entire country and to ensure that a solid...
- Seanad: Banking Reports: Statements (15 Jun 2010)
Paschal Donohoe: I welcome the Minister. I will focus on three different areas. First, I wish to pick up on a point that has been made several times today and, indeed, was introduced by Senator Mary White this morning. A Chathaoirligh, is there a sound coming from this microphone? I had this problem this morning. I will move to another seat. It is a distracting enough day without having this type of...
- Seanad: Banking Reports: Statements (15 Jun 2010)
Paschal Donohoe: I will focus on the point that has been made about the Department of Finance, the culture within the Department and the effect it might have had on the decisions that were made. I have two reactions to that. First, I note that some people have responded with a degree of worry or surprise to the fact the Department of Finance has an all-pervasive role in the decisions that are made relating...
- Seanad: Merchant Shipping Bill 2009: Second Stage (17 Jun 2010)
Paschal Donohoe: I welcome the Minister.
- Seanad: Merchant Shipping Bill 2009: Second Stage (17 Jun 2010)
Paschal Donohoe: I thank the Acting Chairman for his understanding.
- Seanad: Merchant Shipping Bill 2009: Second Stage (17 Jun 2010)
Paschal Donohoe: I am touched by how many colleagues in different political parties have suddenly expressed such an interest in the welfare of ourselves. I thank the Acting Chairman again. He is correct. As I was getting ready for this debate, I thought I have not had legislation to deal with in the past six months and it struck me as either fortunate or unfortunate that today, of all days, this...
- Seanad: Merchant Shipping Bill 2009: Committee and Remaining Stages (23 Jun 2010)
Paschal Donohoe: Last week during the debate on Second Stage I stressed that Fine Gael supported the Bill, but I have since had the opportunity to review it in more detail and would like to hear the Minister of State's response to some observations of mine. Section 2 contains definitions. A number of things struck me and I would like the Minister of State to consider them. If he cannot give a response...
- Seanad: Merchant Shipping Bill 2009: Committee and Remaining Stages (23 Jun 2010)
Paschal Donohoe: I thank the Minister of State for his response in regard to the passenger steamer and our own Navy which makes sense to me. It would be worthwhile looking at my point about the need to consider defining the crew of the ship because although the only person on the vessel given legal definition is the master of the ship, in different parts of the legislation other personnel are referred to in...
- Seanad: Merchant Shipping Bill 2009: Committee and Remaining Stages (23 Jun 2010)
Paschal Donohoe: Will Final Stage be taken before Private Members' business?
- Seanad: Merchant Shipping Bill 2009: Committee and Remaining Stages (23 Jun 2010)
Paschal Donohoe: I have a question for the Minister of State which goes back to the point on definitions already discussed. Why is reference made in section 7(2) to "passenger steamers" while in section 5 the reference is to "ships"? This concerns consistency. The term "passenger steamers" is used up to a point but in section 7 the term used is "ships".
- Seanad: Merchant Shipping Bill 2009: Committee and Remaining Stages (23 Jun 2010)
Paschal Donohoe: The Minister of State is correct. There are references in other parts of the Bill to different kinds of vessels. My point, however, is that within this section one part categorises passenger steamers into different classes while in another part that takes account of additional requirements for vessels they are no longer passenger steamers but become ships. Subsection (2) states that the...
