Éamon Ó Cuív: I am informed that Galway Rural Development Company has approved a grant of €2,780.50 under the national rural development programme to Ballymoe Development Centre Limited towards the erection of limestone townland names. I understand, however, the grant has not yet been paid due to some outstanding insurance and indemnification issues which are being discussed with Galway County Council....

Seanad: Dormant Accounts (Amendment) Bill 2004 [Seanad Bill amended by the Dáil]: Report and Final Stages. (17 May 2005)

Éamon Ó Cuív: I propose to take amendments Nos. 1 and 8 together. These amendments relate to the expenses involved in administering the scheme. The effect of amendment No. 1 is to provide that expenses incurred by relevant administrators will be met out of moneys provided by the Oireachtas. Section 5 of the Dormant Accounts Act 2002 provides that the expenses incurred by the Department of Community, Rural...

Seanad: Dormant Accounts (Amendment) Bill 2004 [Seanad Bill amended by the Dáil]: Report and Final Stages. (17 May 2005)

Éamon Ó Cuív: The answer to Senator White's question is that once we have enacted legislation, we must take all necessary steps to approve a plan, which will take a number of months. All existing applications have been assessed and will either be accepted or rejected. I would hope to have a very systematic way of looking for applications in a subsequent year rather than using an omnibus approach whereby...

Éamon Ó Cuív: That is like asking how long is a piece of string, but it will probably be sometime in the autumn.

Éamon Ó Cuív: Amendments Nos. 2 and 9 are Opposition amendments proposed in the Dáil and accepted by the Government. The effect of these amendments is to provide for the board established under the legislation to be known as an bord um chuntais dhíomhaoine or, in English, the dormant accounts board. These amendments were introduced by Deputy Brian O'Shea on Committee Stage in the Dáil and were fully...

Seanad: Dormant Accounts (Amendment) Bill 2004 [Seanad Bill amended by the Dáil]: Report and Final Stages. (17 May 2005)

Éamon Ó Cuív: Ba mhaith liom buíochas a ghlacadh leis na Seanadóirí ar dhá thaobh den Teach as ucht na páirte a ghlac siad sa díospóireacht cheana féin. Bhí díospóireacht bhríomhar ann agus rinneadh leasuithe cuimsitheacha ar an mBille anseo. I remember having a detailed debate when we commenced Committee Stage of the Bill but we ran out of time. Senator Ryan justly asked me if I would recommit...

Éamon Ó Cuív: My Department supports the development and progress of Irish language pre-school education outside of Gaeltacht regions through Foras na Gaeilge by way of assistance to Forbairt Naíonraí Teoranta, FNT, and, within Gaeltacht regions, through Údarás na Gaeltachta. In the case of Údarás na Gaeltachta, support is provided to more than 70 naíonraí, which operate in Gaeltacht areas since...

Written Answers — Rural Development: Rural Development (18 May 2005)

Éamon Ó Cuív: I take it the Deputy is inquiring about funding of such programmes under the aegis of my Department, in conjunction, where appropriate, with Northern Ireland departments. Under the INTERREG III Ireland-Northern Ireland Programme 2000-2006, funding of €14 million is being provided for rural development measures over the period of the programme. Funding of €5.7 million is also being...

Planning Issues. (19 May 2005)

Éamon Ó Cuív: Dírím aird an Teachta ar an bhfreagra a thug mé ar Cheisteanna Uimhir 284, 285 agus 286 faoin ábhar seo ar 10 Bealtaine 2005. Tuigeann an Teachta, ar ndóigh, gurb í an Roinn Comhshaoil, Oidhreachta agus Rialtais Áitiúil agus na hÚdaráis Áitiúla atá freagrach as cúrsaí pleanála sa Ghaeltacht. I gcomhthéacs chuspóir lárnach mo Roinne maidir le húsáid na Gaeilge mar...

Planning Issues. (19 May 2005)

Éamon Ó Cuív: Tá caint faoi láthair ag go leor daoine maidir le treoirlínte faoi alt 33 den Acht. Bhí an cheist a chuir an Teachta bainteach leis sin. Má bhreathnaíonn duine ar alt 33 den Acht Pleanála, feictear domsa go mbaineann na treoirlínte a d'fhéadfadh an tAire a dhéanamh faoin Acht seo maidir le cúrsaí riaracháin. Deir alt 33(1) "The Minister shall by regulations provide for such...

Planning Issues. (19 May 2005)

Éamon Ó Cuív: Sin an moladh a bheadh agam agus sin an rud atá i bplean Chontae na Gaillimhe. Sin an tuairim a bhí agam ó thosaigh mé ar an obair seo i 1996 mar chomhairleoir nuair a chuir muid an cheist seo don chéad uair ar bhealach substaintiúil. Tá dóthain srianta ar na tithe aonaracha. Ní féidir leis na céadta daoine theacht isteach agus tosú ag tógáil tithe aonaracha in áit ar bith sa...

Irish Language. (19 May 2005)

Éamon Ó Cuív: Responsibility for modernisation of the vocabulary of the Irish language to reflect the creation of new technical terms rests with Foras na Gaeilge under the British-Irish Agreement Act 1999. This work is ongoing with the assistance of an advisory group of experts, An Coiste Téarmaíochta. Regarding the grammar of the language, the Deputy will be aware that the caighdeán oifigiúil was last...

Irish Language. (19 May 2005)

Éamon Ó Cuív: I agree this issue must be looked at. It is very tricky. I come from a long tradition of modernists in this regard and I am often criticised for example for spelling my name "Cuív" because people say there is no "v" in Irish. My view is that modern Irish has a "v". For example, in this House we regularly used the word "Vótáil". One could spell it "Bhótáil" but the sensible and modern...

Irish Language. (19 May 2005)

Éamon Ó Cuív: No, but a "k" and a "y" in Irish, which is interesting. Accordingly, there is nothing new in modernisation. There should be simplifications. I do not think one can get rid of the séimhiú totally, nor of the urú. I would prefer not to make judgments which would be better made by experts. One cannot suddenly make non-native speakers out of native speakers because they do not understand the...
