I would like the committee to be assured that the representative associations fed into the consultative process prior to the publication of the White Paper and were involved in every part of its drawing up. Paul Kehoe: The military personnel do not bring everything to my desk for my signature. A lot of work goes on in the background and I am aware of as much as possible. My permission is not necessary to change the type of documentation required. I have no doubt that a similar standard of documentation is required in other areas.
