Niall Collins: We are all aware that the delivery of large-scale infrastructure projects is complex and costly and takes a lot of time. In the mid-west and south, the proposed project to develop the M20 motorway between Cork and Limerick is a classic example. It will cost a huge amount of money - estimated at almost €1 billion. What concerns me at this point, apart from the timeline to deliver it...
