Mary Coughlan: The Sea Fisheries and Maritime Jurisdiction Act 2006, provided for the establishment of the Sea-Fisheries Protection Authority (SFPA). This independent authority was established on January 1st 2007. The Act clearly provides that the Authority is independent in the exercise of its functions and as such I have no remit as to its work programme or its strategic deployment of resources.

Mary Coughlan: The value for money review on the Farm Waste Management Scheme was completed by my Department in 2007 and is available on my Department's website. Many of its recommendations were taken into account in the introduction of the revised Farm Waste Management Scheme in 2006 which provided increased grants to farmers in order to assist them meet the additional requirements of the Nitrates Directive.
