Rose Conway-Walsh: I will reframe my question in a different way. What are the top three Departments that have the key role here?
- Committee on Defence and National Security: National Maritime Security Strategy: Department of Defence (2 Oct 2025)
Rose Conway-Walsh: If we have approximately 95% of Internet connections in the form of subsea infrastructure owned by private companies, how is the relationship managed with those private entities in terms of where responsibilities lie and in terms of collaboration between them and Government? Overall, it is obviously the Government’s responsibility.
- Committee on Defence and National Security: National Maritime Security Strategy: Department of Defence (2 Oct 2025)
Rose Conway-Walsh: Has a scenario been modelled where all these subsea cables are physically damaged? What would the impact of such a scenario be here on our vital infrastructure, like our hospitals and many other vital services in terms of telecommunications? What would be the impact on trade, the economy and society in general? Has the Department modelled this and what does it look like?
- Committee on Defence and National Security: National Maritime Security Strategy: Department of Defence (2 Oct 2025)

- Committee on Defence and National Security: National Maritime Security Strategy: Department of Defence (2 Oct 2025)
Rose Conway-Walsh: Do private companies or private entities share the results of their resilience testing with your Department, Dr. Stanley, or what legislation would be required to ensure that that happened? Obviously, it is critical to what we are trying to achieve here.
- Committee on Defence and National Security: National Maritime Security Strategy: Department of Defence (2 Oct 2025)
Rose Conway-Walsh: But what I am asking is whether there is any legal obligation on any of these private entities to share that resilience testing in real time, or are we just depending on them to co-operate?
- Committee on Defence and National Security: National Maritime Security Strategy: Department of Defence (2 Oct 2025)
Rose Conway-Walsh: The question is just to ensure that that legislation is robust enough to give us confidence that that information is shared with the appropriate people in government in real time. Has your Department also looked at alternative supply chains for energy as part of the work it is doing?
- Committee on Defence and National Security: National Maritime Security Strategy: Department of Defence (2 Oct 2025)
Rose Conway-Walsh: Obviously, this has to be done on an all-island basis, so what co-operation is there between the Executive in the North and the Department here?
- Committee on Defence and National Security: National Maritime Security Strategy: Department of Defence (2 Oct 2025)
Rose Conway-Walsh: Are you confident that we are building the sufficient in-house expertise to be able to deal with all these challenges in order that we are building that up over time rather than relying on external expertise?
- Committee on Defence and National Security: National Maritime Security Strategy: Department of Defence (2 Oct 2025)
Rose Conway-Walsh: Naturally, but in conjunction with that, it is very important that we build up our own expertise over time in order that we end up in a situation where we are not overly reliant on external consultants for advice, notwithstanding the co-operation with other countries that is necessary. Is there anything more Dr. Stanley would like to say?
- Committee on Defence and National Security: National Maritime Security Strategy: Department of Defence (2 Oct 2025)
Rose Conway-Walsh: Obviously protecting our fishing industry is also important in that context. On behalf of the committee, I thank the witnesses for their engagement this morning. We will suspend briefly to allow our witnesses to leave and then we will go into private session.
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Engagement with Institute of Public Health (30 Sep 2025)
Rose Conway-Walsh: The witnesses are all very welcome. It is very significant that they are here today because part of the Good Friday Agreement committee's work has been to break this down sector by sector and answer questions about what an all-island service would look like in different areas. We have already done economics and finance, and women and the constitution. I do not mean that they are static...
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Engagement with Institute of Public Health (30 Sep 2025)
Rose Conway-Walsh: Dr. Mack is correct in what she said. I thought she described it well when she mentioned trapped talent. For the purpose of this session, I want to specifically get at what the Irish Government needs to do to help to implement what Dr. Mack identified in the discussion paper and bring it forward.
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Engagement with Institute of Public Health (30 Sep 2025)
Rose Conway-Walsh: How can we ensure there will be a flow across the island, so that people who train on one side of the island can apply for a job without having to go through all the barriers, if you like? We have the same problem with student mobility with people trying to get places here, which we are also trying to tackle.
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Engagement with Institute of Public Health (30 Sep 2025)
Rose Conway-Walsh: Does Dr. Kavanagh agree with that?

Rose Conway-Walsh: I am over time, but on data-----
- Joint Oireachtas Committee on the Implementation of the Good Friday Agreement: Engagement with Institute of Public Health (30 Sep 2025)
Rose Conway-Walsh: Even in health economics as much as everything else, what can we as a committee do or suggest so we can have better congruence of data North and South? What lessons did we learn from the Covid-19 pandemic that we will implement now? These things cannot be tackled in two separate jurisdictions. We cannot deal with public health the way we have dealt with it heretofore because there will be...
