Lynn Boylan: An establishment with 300 bitches breeding for commercial purposes is very different from the Dublin Society for Prevention of Cruelty to Animals or Dogs Trust Ireland, which may have a couple of bitches that came in pregnant and must therefore be dealt with. One would have to argue that one-size-fits-all guidelines are probably not the most appropriate.

There are commercial concerns surrounding the other databases, but this would create a single repository of information.
