Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Plastics Recycling: Discussion (18 May 2021)

Martin Browne: I welcome Mr. Fitzgerald. I am looking through the material and Senator Paul Daly has brought up some of the issues. As the Chairman noted, it seems crazy that there is a system whereby the IFFPG collects 100% of the levy but only collects 70% of the plastic, while the farmer also has to pay a deposit fee for the plastic to be returned. I have a couple of questions for Mr. Fitzgerald....

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Plastics Recycling: Discussion (18 May 2021)

Martin Browne: Coming back to the third question I asked, Mr. Fitzgerald was saying that a publicly supported private collector model would have advantages. Can he outline what advantages it would have for the environment and for farmers?

Martin Browne: Deputy Michael Collins was in before me.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Plastics Recycling: Discussion (18 May 2021)

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Plastics Recycling: Discussion (18 May 2021)

Martin Browne: I welcome the witnesses. Mr. Moloney indicated earlier that more than half the 34,250 tonnes sent for recycling in 2020 was supplied to Irish recyclers with the rest going to European firms. In 2018, China ceased importing all waste, which flooded the European market resulting in higher recycling costs. Bearing that in mind, how are plans to increase our recycling capabilities progressing?...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Plastics Recycling: Discussion (18 May 2021)

Martin Browne: On the issue of self-compliance among the suppliers and the fact that no companies are offering collection and recycling services for their customers, is that having an impact on the costs being borne by the farmers?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Plastics Recycling: Discussion (18 May 2021)

Martin Browne: By paying a deposit on an additional payment for waste that is being collected, are the farmers really being charged twice?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Plastics Recycling: Discussion (18 May 2021)

Martin Browne: Under the current arrangements, who does worse out of it when it comes to the deposits, the levies and the collection charges - the suppliers or the farmers? Does the current system need to change?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Farm Plastics Recycling: Discussion (18 May 2021)

Martin Browne: Does the IFFPG collection system leave smaller private operators unable to get rid of the waste they have collected? Some of them are complaining that IFFPG is monopolising the system.

Nursing Homes Support Scheme (Amendment) Bill 2021: Second Stage (Resumed) (19 May 2021)

Martin Browne: One thing we can say about this Bill is that it is welcome, but it is also a long time coming. For too long, our farming communities and small business owners had their futures put at risk by the Government despite their being vital contributors to our economy, exports market and reputation. It is welcome that sense has finally prevailed and the way in which these sectors have been...

[26677/21]

Ceisteanna Eile - Other Questions: Forestry Sector (20 May 2021)

Martin Browne: Deputy Carthy has covered much of the issue. If, prior to March 2021, Coillte was able to provide generic, non-site-specific harvest plans with its felling applications and that has been accepted practice between Coillte and the Department, how many applications have been submitted and processed in this manner and will the Minister of State make a statement on it?

Ceisteanna Eile - Other Questions: Forestry Sector (20 May 2021)

Martin Browne: If I could come back in.

Ceisteanna Eile - Other Questions: Horticulture Sector (20 May 2021)

Ceisteanna Eile - Other Questions: Horticulture Sector (20 May 2021)

Martin Browne: I want the Minister to outline the engagements he has had with the members of the horticulture and mushroom sectors since the ban on horticultural peat harvesting and to address the level of dismay within the sector, given the impact of this ban and how they feel abandoned by the Minister and the Department.

Ceisteanna Eile - Other Questions: Horticulture Sector (20 May 2021)

Martin Browne: Like other Members, the Minister of State will have heard the valid concerns about livelihoods in the sector because it is being targeted. The workers themselves are saying that the Ministers of State, Deputy Hackett and Deputy Noonan, have a fixed position on the issue of bogs and will do nothing more for the workers affected, and they say the just transition does not reach them. They are...

Ceisteanna Eile - Other Questions: Horticulture Sector (20 May 2021)

Martin Browne: There is a nursery in Dundrum in my constituency where the owner cares for 1 million CO2 absorbing plants a year, and I am sure the working group will hear similar stories. He told me yesterday he was glad he has only ten more years in the business when the people who should be looking after it have no interest in it. He has had to source horticultural peat from Scotland and Estonia, and...
