Joint Oireachtas Committee on Climate Action: Examination of the Third Report of the Citizens' Assembly (Resumed) (19 Dec 2018)

Seán Sherlock: That dovetails nicely with my next question, which relates to carbon budgeting. This is a feature of the landscape in the United Kingdom. We do not have that system here but we are talking about that system at the moment. It is developing as a concept. There are some signals coming from Government that it might be a way for Government to proceed. I am keen to get a sense or understanding...

Joint Oireachtas Committee on Climate Action: Examination of the Third Report of the Citizens' Assembly (Resumed) (19 Dec 2018)

Seán Sherlock: That leads me to one of the recommendations of our Citizens' Assembly. It spoke about creating an independent body above Government with legislative teeth that could put manners, as it were, on individual Departments. The idea was that it would take the matter out of the silo-based system that we all understand so well. Is there merit in that argument?

These recommendations are eminently...

Seán Sherlock: Somebody once said we should not knock the weather because if it was not for the weather, nine out of ten conversations would never start. If one follows that logically, the weather seems to be the mechanism by which one can communicate so much because Irish people are obsessed with it and one can use it as a tool...

Joint Oireachtas Committee on Climate Action: Third Report of the Citizens' Assembly: Discussion (Resumed) (16 Jan 2019)

Seán Sherlock: The key point on the attribution is that we are all policy-makers around this table and we are of a certain age range. There are those who are much younger than us who are ahead of us.
