- Joint Oireachtas Committee on Children and Youth Affairs: Oberstown Children Detention Campus: Minister for Children and Youth Affairs (18 Dec 2018)
Seán Sherlock: I suggest we will be revisiting this.
- Joint Oireachtas Committee on Children and Youth Affairs: Oberstown Children Detention Campus: Minister for Children and Youth Affairs (18 Dec 2018)
Seán Sherlock: To give the Minister some food for thought, I did not get into the statement that was issued by Professor Barry Goldson on 10 November, where he states very clearly in the public domain that he gave the board and the various stakeholders every opportunity to engage with him in respect of the issues before they went to publication. On the face of it, there seems to be a contradiction between...

- Joint Oireachtas Committee on Children and Youth Affairs: Oberstown Children Detention Campus: Minister for Children and Youth Affairs (18 Dec 2018)
Seán Sherlock: I asked previously in terms of fair procedures whether the reviewers went back and my understanding of the Minister's response was that they did not go back.
- Joint Oireachtas Committee on Children and Youth Affairs: Oberstown Children Detention Campus: Minister for Children and Youth Affairs (18 Dec 2018)
Seán Sherlock: They are saying in their statement that they offered every opportunity before coming to their final report for the individuals involved, or for Oberstown, to provide further details or clarification of points they had made.
- Joint Oireachtas Committee on Children and Youth Affairs: Oberstown Children Detention Campus: Minister for Children and Youth Affairs (18 Dec 2018)
Seán Sherlock: It seems to me that perhaps the mechanisms or procedures operated by the reviewers were more robust than we had previously understood. The impression has been given here that they were less than robust. I would contend, based on that statement, that Goldson and Hardwick were more than comprehensive in respect of their interaction with Oberstown. This needs to be teased out further.
- Joint Oireachtas Committee on Children and Youth Affairs: Oberstown Children Detention Campus: Minister for Children and Youth Affairs (18 Dec 2018)
Seán Sherlock: Is the Minister finished with the process following the Oberstown report? I apologise to the Chairman for taking up so much time on this.
- Joint Oireachtas Committee on Children and Youth Affairs: Oberstown Children Detention Campus: Minister for Children and Youth Affairs (18 Dec 2018)
Seán Sherlock: It would appear, on the face of it, based on Goldson and Hardwick, that everybody in Oberstown was given the right to reply or was allowed due procedure. I am certainly of the impression, however, based on the Minister's interaction with us, that that is not her interpretation of events. That is where the question lies in my mind.
- Joint Oireachtas Committee on Children and Youth Affairs: Oberstown Children Detention Campus: Minister for Children and Youth Affairs (18 Dec 2018)
Seán Sherlock: That is the point made by Deputy Lisa Chambers.
- Promoting Cycling: Motion [Private Members] (19 Dec 2018)
Seán Sherlock: In the few moments I have, I will refer to the Minister's speech where he talked about how there has been a particular problem in Dublin regarding some of the larger signature projects. He went on to say that those problems arise because of different reasons that make them trickier to solve but he did not articulate what those problems are or what he proposes to do. There was a certain...
- Joint Oireachtas Committee on Climate Action: Examination of the Third Report of the Citizens' Assembly (Resumed) (19 Dec 2018)
Seán Sherlock: I want to talk about community-owned energy projects and community initiatives. Why is it taking so long for community energy projects and community energy initiatives to get connections to the grid? I am hearing stories of projects which have been waiting for seven to ten years. Why has this not been sorted out?
- Joint Oireachtas Committee on Climate Action: Examination of the Third Report of the Citizens' Assembly (Resumed) (19 Dec 2018)
Seán Sherlock: If a community energy project comes into being within the next six months, how long will it reasonably take it to get onto the grid, in light of what has just been said?
- Joint Oireachtas Committee on Climate Action: Examination of the Third Report of the Citizens' Assembly (Resumed) (19 Dec 2018)
Seán Sherlock: Mr. Melvin could provide a real-time analysis of what is happening but it is arguable that what he describes is theoretical. Is the RESS live now and what is the expectation for a community energy project in rural Cork, for example, if it started tomorrow?
- Joint Oireachtas Committee on Climate Action: Examination of the Third Report of the Citizens' Assembly (Resumed) (19 Dec 2018)
Seán Sherlock: There are different pieces to the jigsaw.
- Joint Oireachtas Committee on Climate Action: Examination of the Third Report of the Citizens' Assembly (Resumed) (19 Dec 2018)
Seán Sherlock: Assuming they do under the RESS, the commission will regulate them.
- Joint Oireachtas Committee on Climate Action: Examination of the Third Report of the Citizens' Assembly (Resumed) (19 Dec 2018)
Seán Sherlock: Okay. There is much talk of the front end of what consumers will see and the choices they might have relating to energy supply into their homes. That is fine and wonderful. I have had some briefing from the ESB about smart metering. I want to get to the back end. If we are going to encourage a move towards renewables, we need to hear from the CRU about how it will unlock the regulatory...
- Joint Oireachtas Committee on Climate Action: Examination of the Third Report of the Citizens' Assembly (Resumed) (19 Dec 2018)
Seán Sherlock: If everything fits into place, could the timeline be reduced from seven to ten years, to a shorter but still reasonable expectation? What is that reasonable expectation?
- Joint Oireachtas Committee on Climate Action: Examination of the Third Report of the Citizens' Assembly (Resumed) (19 Dec 2018)
Seán Sherlock: Could I have a range?
- Joint Oireachtas Committee on Climate Action: Examination of the Third Report of the Citizens' Assembly (Resumed) (19 Dec 2018)
Seán Sherlock: The logic of my intervention is based on the Scottish model. There are 500 MW now being generated and it is approximately 5% of renewable capacity in Scotland. It has hit that specific target. If we can translate a Scottish model into an Irish context, we would be doing a good day's work.
- Joint Oireachtas Committee on Climate Action: Examination of the Third Report of the Citizens' Assembly (Resumed) (19 Dec 2018)
Seán Sherlock: I thank Lord Deben and Mr. Stark for taking the time to attend today. We are grateful for their insights thus far. My question is simple. I will have an interactive session with the deputation, if I may, in the time I have. I want to get a sense from Lord Deben about Brexit and to what extent Brexit is informing his thinking as chairperson in terms of the challenges faced throughout the...
