Address by H.E. Roberta Metsola, President of the European Parliament (2 Feb 2023)

Matt Carthy: Hear, hear.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: I apologise if I ask something that has been covered. We have been coming in and out to vote in the Dáil It is fair to say that the issue of dog welfare and dog control probably is not something the majority of people wake up thinking about every morning. It is not a high-profile issue per se. Because of that, it is frustrating when we are dealing with it. For example, tonight we are...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: Of course you will.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: This is the working group on the control of dogs.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: Is that working group examining all the animal welfare, and particularly dog welfare, legislation is or is it very much about the control of the animals?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: Does the Department of Agriculture, Food and the Marine have a view on this?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: I do not disagree with anything Mr. Ryan said regarding the increase in public consciousness. When I say that this matter is too small to cross three Departments, that is not to say it is not important. In fact, I would argue that it is too important to cross three different Departments. That is why I believe fundamentally that there is a problem even with accountability. I welcome the...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: Is there a timeframe for that group to complete its work?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: If ever one wanted to put the word "shortly" into the name of legislation, it would be in the Title of the Dog Breeding Establishments (Amendment) Bill because I have been hearing the word in connection with it for a long time. The heads have been in preparation in every legislative agenda since at least autumn 2020. When will the heads of Bill be published? Do we have a timeframe?...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: I want to try and tie down "shortly." In that instance, are we talking weeks or months?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: I accept that. I prefer to have an honest answer. Are we talking before the summer recess?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: The issue of livestock worrying was one of the catalysts for the Chair's suggestion that we have this meeting. The figures I have showed 217 reported incidences in 2021. Is that correct? Do we have figures for 2022 yet?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: Would those figures be considered a fairly accurate reflection of the number or is it possible there are other incidents?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: I grew up in a town and my interaction with farmers has primarily been in my role as an elected representative. In recent years, I have been taken aback by the impact that a sheep attack can have on the farmer and their family. It is a devastating experience. It can really cause turmoil in the some of the hardiest men and women you could meet. We need to ensure we are seen to be taking...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: That is fair enough.

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: I agree we must have a system under which, at a minimum, dogs can be identified. In the first instance it is done via the microchip. The opening statements stated that 700 dogs have been microchipped since 2017. Do we have a figure for the total number of dogs that are microchipped and more importantly the number that are not?

Joint Oireachtas Committee on Agriculture, Food and the Marine: Dangerous Dog Breeds and Sheep Worrying: Discussion (1 Feb 2023)

Matt Carthy: We must move to a point, not where there is increased compliance, but where every dog is microchipped. If a dog is impounded and it is not microchipped, it should not be released until it is microchipped. When dog wardens are going about their business - I agree with Senator McGreehan's point that there are not enough dog wardens - they should be able to check immediately when walking past...

Public Accounts Committee: 2021 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 38 - Health
Health Service Executive - Financial Statements 2021 (Resumed)
(2 Feb 2023)

Matt Carthy: I thank our guests for being here. We have been discussing the long-stay repayment scheme in the context of two distinct groups, if I am correct in respect of what is being said by Mr. Mulvany. We have the medical card holders in public nursing homes who, largely, were all eligible under the scheme and medical card holders in private nursing homes, which the HSE and the Department have...

Public Accounts Committee: 2021 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 38 - Health
Health Service Executive - Financial Statements 2021 (Resumed)
(2 Feb 2023)

Matt Carthy: Mr. Mulvany’s point is made. Is it not correct to say that there is a third group, because there were also medical card holders in what are known as section 38 and 39 disability services homes, in community hospitals, essentially? Is that not correct? I refer Mr. Mulvany to the financial statements of the HSE from quite a number of years ago, for 2009, 2010 and 2011, which I will...

Public Accounts Committee: 2021 Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 38 - Health
Health Service Executive - Financial Statements 2021 (Resumed)
(2 Feb 2023)

Matt Carthy: I have read the 2011 accounts. That was the case in 2009 and 2010, and in 2011 the HSE lodged an appeal to the High Court. By 2012, note 31 in the HSE’s financial accounts stated: Following discontinuation of appeals to the High Court brought by the HSE and the Department of Health in respect of determinations by the Appeals Officer granting eligibility to clients of certain...
