Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process: (Resumed) Ulster Bank (8 Apr 2014)

Richard Boyd Barrett: How many have asked for the option?

Other Questions: Special Educational Needs Services Provision (9 Apr 2014)

Richard Boyd Barrett: 9. To ask the Minister for Education and Skills the options his Department will provide to those in special needs secondary schools who have to leave school when they turn 18 years old before completing their secondary education, in view of the fact, that the State subsequent to the Sinnott case said, that it recognised persons with severe disabilities required education beyond the age of 18,...

Other Questions: Special Educational Needs Services Provision (9 Apr 2014)

Richard Boyd Barrett: I have been contacted by a constituent who has a son, Michael, who has Down's syndrome. He is in fourth year, but he has been informed by the school that owing to the decision in the Sinnott case which limits the right of children with special needs to an education up to the age of 18 years, he will have nowhere to go when he reaches that age. His mother is distressed by this and also...

Other Questions: Special Educational Needs Services Provision (9 Apr 2014)

Richard Boyd Barrett: Will the Minister clarify that if the school makes an application for Michael to remain in the school to complete his leaving certificate examinations, the Department will approve it?

Other Questions: Special Educational Needs Services Provision (9 Apr 2014)

Richard Boyd Barrett: That is good news. It is a mystery why the school is so adamant that that is not the case. I presumed from my discussion with the mother that there was a resourcing issue. I will pass on the Minister's reply. The mother made a general point on moving children with special needs - her child has Down's syndrome - straight from school settings, in which they would be with other young people,...

Other Questions: Special Educational Needs Services Provision (9 Apr 2014)

Richard Boyd Barrett: That would be appreciated. The mother has indicated - she was not clear on the details and neither am I - that there is a UN convention with deals with the rights of people with disabilities. While the Government has signed up to it, it has not ratified it. Is the Minister in a position to enlighten us on the matter?

Central Bank Bill 2014: Second Stage (9 Apr 2014)

Richard Boyd Barrett: This Bill deals with two important issues and I am very concerned about both. There are changes to the Central Bank Act with regard to building societies, particularly allowing building societies to transfer assets, infrastructure and so on to banks, which is precluded in the 1971 Act. It was reported to us on the finance committee that this is being done because the European Commission is...

Wind Turbine Regulation Bill 2014: Second Stage (Resumed) [Private Members] (9 Apr 2014)

Richard Boyd Barrett: It is good news that the Government is not opposing this Bill, and I commend Sinn Féin on its introduction. For the most part it is a tribute to the people in the midlands - in Laois, Offaly, Westmeath and elsewhere - who have campaigned and forced this issue onto the agenda. Neither they nor I are opposed to the development of renewable energy resources, but major questions arise in...

Wind Turbine Regulation Bill 2014: Second Stage (Resumed) [Private Members] (9 Apr 2014)

Richard Boyd Barrett: Short odds on that one.

Written Answers — Department of Jobs, Enterprise and Innovation: Horizon 2020 Strategy Implementation (9 Apr 2014)

Richard Boyd Barrett: 94. To ask the Minister for Jobs, Enterprise and Innovation in the context of Horizon 2020 programme and its emphasis on expanding digital programming as an area for significant job potential and the grants being awarded in this area, his views that there may be a gap in the area of developing and supporting distribution and marketing skills in this sector; and if he will make a statement on...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process: (Resumed) Permanent TSB and AIB (9 Apr 2014)

Richard Boyd Barrett: I apologise for being in and out of the meeting but I had to go elsewhere to talk about something else. In the first instance, I wish to ask the witnesses about the buy-to-let sector and Mr. O'Connor's comments on the majority of buy-to-lets in arrears. I think if I heard Mr. O'Connor correctly, he said that 90% of buy-to-let properties could ultimately end up repossessed, or is it just...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process: (Resumed) Permanent TSB and AIB (9 Apr 2014)

Richard Boyd Barrett: So that is 10% to 15% of all buy-to-let properties, but 90% of the 2,500.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process: (Resumed) Permanent TSB and AIB (9 Apr 2014)

Richard Boyd Barrett: Based on experience to date, what does Mr. O'Connor think will be the breakdown of the rest of the buy-to-let properties when the bank decides whether they can be restructured or whether it can go the legal repossession road?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process: (Resumed) Permanent TSB and AIB (9 Apr 2014)

Richard Boyd Barrett: They are not the individual buy-to-let investments.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process: (Resumed) Permanent TSB and AIB (9 Apr 2014)

Richard Boyd Barrett: The reason I ask this is because something has come to my attention in the last few weeks when I was contacted by several people who are tenants and who are the innocent bystanders in all this. Their landlord has gone bust and is insolvent, and then they get a letter from the receiver saying that the receiver will be selling the property and the tenants have 30 days or 110 days to leave,...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process: (Resumed) Permanent TSB and AIB (9 Apr 2014)

Richard Boyd Barrett: I think it really needs to be examined. Can I take it that Mr. O'Connor does not really know how the receivers are dealing with-----

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process: (Resumed) Permanent TSB and AIB (9 Apr 2014)

Richard Boyd Barrett: I would appreciate it. Yesterday I asked Ulster Bank representatives the same question and they gave me very positive reassurances, which were similar to those I have heard from the witnesses today, which is that if the person is paying the rent, it makes sense to leave the tenant in there even if the property is being sold on.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process: (Resumed) Permanent TSB and AIB (9 Apr 2014)

Richard Boyd Barrett: I know. The tenants I was dealing with were in Wicklow, Sligo-----

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process: (Resumed) Permanent TSB and AIB (9 Apr 2014)

Richard Boyd Barrett: The Ulster Bank representatives gave me positive assurances. I did not know at the time that one of the cases with which I was dealing was with Ulster Bank. Therefore, there was a flat contradiction between that and the reassurances I got yesterday. Mr. Duffy obviously cannot be held accountable for what Ulster Bank representatives have to say, but they were very firm in saying-----

Joint Oireachtas Committee on Finance, Public Expenditure and Reform: Mortgage Arrears Resolution Process: (Resumed) Permanent TSB and AIB (9 Apr 2014)

Richard Boyd Barrett: I am not making an accusation. It seems to be straight from the hip from them to say that this is the way we would sensibly deal with it, but then I dealt with somebody who received a letter from the receiver telling them to leave by a certain date and they told me that Ulster Bank was the bank involved. That leads me to believe that maybe Ulster Bank does not know what is going on with the...
