This Bill has to be passed by the end of this session because if it were not in place on 1 January, local authorities would have responsibility for the entire water infrastructure but would have no means of paying for it.

Fergus O'Dowd: I think the use of the word "misled" is wrong. I did not say that 90% of the population currently affected by boil water notices are in Roscommon. I said that 90% of boil notices are in that county. Essentially, nine out of every ten people who have a problem with drinking water quality are living in Roscommon. That is the point I was making.
