Kieran O'Donnell: No; let me be specific on this. What I am saying is that between now and the end of 2015 - or, ideally, the end of 2016 - people would know that the absolute maximum they could pay would be the cap that has been put in place, and if their meter reading was less, they would pay the smaller amount.
