Seanad: Local Government Funding: Statements (5 Dec 2019)

Robbie Gallagher: Gabh mo leithscéal? I have barely opened my mouth and I already have been interrupted. Perhaps the Acting Chairman will take action. Some people cannot seem to help themselves, which is very disappointing.

Seanad: Local Government Funding: Statements (5 Dec 2019)

Robbie Gallagher: It disappoints me sometimes that contributions from some Members on the opposite side tend to concentrate more on what went on in the past rather than trying to find solutions to problems for the future.

Seanad: Local Government Funding: Statements (5 Dec 2019)

Robbie Gallagher: In the couple of minutes I have, I will try to make my contribution as positive as I can. I will briefly address some of the comments made by some of colleagues sitting opposite me. If we are talking about damaged local democracy, first prize must go to Fine Gael and Mr. Phil Hogan for his sledgehammer approach to local government.

Seanad: Local Government Funding: Statements (5 Dec 2019)

Seanad: Local Government Funding: Statements (5 Dec 2019)

Robbie Gallagher: Local government is a vital tier of government and it is the closest link to our communities. Judging by contributions today, we need a root-and-branch review of the funding and role of local government. It is long overdue. Many local authorities throughout this country are starved of funding. The business community in many counties has been carrying a disproportionate burden when it...

Seanad: Local Government Funding: Statements (5 Dec 2019)

Robbie Gallagher: It is high time town councils are returned to certain parts of our country, where applicable. We are trying to encourage more people to enter politics and town councils were the first step for many. That step has now been removed and it makes it more difficult for people to enter local government.

Joint Oireachtas Committee on Education and Skills: Universities Act 1997 (Section 54(3)) (University Authorisation) Order 2019: Motion (5 Dec 2019)

Robbie Gallagher: I concur with much of what Deputy Byrne said on this. It is an very historic and important day and, as the Minister of State said, this accolade is not easily handed out and a great deal of thought and consideration was given to it. I congratulate all associated with the RCSI on the work that has gone into this, to bring us to where we are today. I compliment them on that, and I am happy...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Tenant Purchase Scheme (10 Dec 2019)

Robbie Gallagher: I welcome the Minister of State to the House. Most people and most families would like to own their own home. That is a credible ambition for most people. Unfortunately, under the tenant purchase scheme, people who live in what are called Part V houses, that is, houses provided under Part V of the legislation, are excluded from that option. This clearly discriminates against those who live...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Tenant Purchase Scheme (10 Dec 2019)

Robbie Gallagher: I thank the Minister of State for her reply. I appreciate that this matter does not relate to her brief. The reply is disappointing. If I were to rewind the clock 12 months, I would have got a similar reply. It is disappointing for those who are waiting for the review and the recommendations of the Government to be published. For those who aspire to own their own homes, and who are...

Seanad: An tOrd Gnó - Order of Business (11 Dec 2019)

Robbie Gallagher: We hear harrowing and heartbreaking testimonials on a daily basis from patients who are enduring long delays in accident and emergency departments in many parts of the country. I recently read with interest that the Minister for Health, Deputy Simon Harris, is planning to introduce a number of measures with a view to alleviating the current pressures on accident and emergency departments...

Seanad: An tOrd Gnó - Order of Business (12 Dec 2019)

The Minister is very welcome and I extend a very warm welcome to the people from Carrickmacross who are here this afternoon. If I could start on a lighter note, I note that the Minister...

Seanad: Landlord and Tenant (Ground Rents) (Amendment) Bill 2019: [Seanad Bill amended by the Dáil] Report and Final Stages (12 Dec 2019)

Robbie Gallagher: We have this Monaghan day in the House and will enjoy the moment. Today brings to a conclusion the Landlord and Tenant (Ground Rents) (Amendment) Bill, which I first introduced to the House in November 2017. The Bill is an amendment to existing legislation that enables a tenant, under certain prescribed conditions, to have the opportunity to buy out the freehold of his or her premises. It...

Seanad: Nithe i dtosach suíonna - Commencement Matters: National Parks (17 Dec 2019)

Robbie Gallagher: Cuirim fáilte roimh an Aire go dtí an Teach. I thank the Minister, Deputy Ring, for taking time from his schedule to be here. Rossmore Forest Park is a national park located on the outskirts of Monaghan town. It is a huge, fantastic facility. It stretches across more than 320 ha of forest. It has been used primarily for recreation purposes as there are many beautiful trails and...
