Lorraine Clifford Lee: I move amendment No. 1: In page 6, lines 24 and 25, to delete “such day as the Minister for Housing, Planning and Local Government may by order appoint” and substitute “the 30th day of March 2020”. I will not labour the point but this amendment seeks to give clarity that the commencement date is 30 March. I hope the Minister will accept that.

Lorraine Clifford Lee: I move amendment No. 5: In page 7, line 32, to delete “Health, and” and substitute the following: “Health, (b) subject to a vote of approval by both Houses of the Oireachtas, and”. I am keen to put our concerns relating to flexibility on the record of the House. Perhaps the Minister will explain if he going to take this.

I hope the Executive would act in good faith and only use the legislation in extreme emergencies, as the Minister has outlined, where a decision needs to be made in a matter of hours, not days.
