It would appear to be unworkable and impossible. Brian Stanley: What is the situation in regard to households which have already installed meters? Does the Minister agree that all of the money being invested in the installation of meters will do nothing to fix the leaks in piping systems? Surely it would be more effective, instead of proceeding with metering, to repair those faults and roll out the neighbourhood metering system on a national basis?
