Noel Grealish: In Galway city and county, 60% of burglaries are carried out mostly by repeat offenders, particularly people who are heroin abusers. I am sure that is the same in our major cities. It is very frustrating for the gardaí who apprehend these people to see them back on the streets again in hours.
