Written Answers — Department of Public Expenditure and Reform: Flood Prevention Measures (24 Mar 2021)

Patrick O'Donovan: The Office of Public Works (OPW) is responsible for the maintenance of Arterial Drainage Schemes and catchment drainage schemes designated under the Arterial Drainage Acts of 1945 and 1995. The channel referred to by the Deputy does not form part of an Arterial Drainage Scheme. Therefore, the OPW has no responsibilities for the maintenance of this channel, nor the authority to carry out any...

Written Answers — Department of Public Expenditure and Reform: Flood Relief Schemes (24 Mar 2021)

Patrick O'Donovan: The Deputy is referring in her Question to issues related to the Bandon Water Main and Sewer Upgrade Project, works on which are ongoing.  This is a matter for Irish Water, the Contracting Authority on the project.

Written Answers — Department of Public Expenditure and Reform: Flood Risk Management (24 Mar 2021)

Patrick O'Donovan: I am advised it is a matter for Local Authorities in the first instance to assess and address problems of coastal erosion in their areas.  Where necessary, Local Authorities may put forward proposals to relevant central Government Departments, including the Office of Public Works, for funding of appropriate measures depending on the infrastructure or assets under threat.  There is...

Written Answers — Department of Public Expenditure and Reform: Flood Risk Management (24 Mar 2021)

Patrick O'Donovan: The Department of Finance (DOF) has overall responsibility for policy matters in relation to insurance.  The Office of Public Works (OPW) has a role to assist insurance companies to take into account the protection provided by completed OPW flood defence schemes. In this regard, the OPW has a Memorandum of Understanding (MOU) with Insurance Ireland, the representative body of the...

Written Answers — Department of Public Expenditure and Reform: Flood Relief Schemes (24 Mar 2021)

Patrick O'Donovan: Westmeath County Council has informed the Office of Public Works (OPW) that the Senior Management costs associated with the original funding request are now being absorbed directly by the Council. The direct costs to the Council of the repair works to the broken sewer are being discharged through the normal recoupment process between the Council and OPW. It is understood these costs were not...

Written Answers — Department of Public Expenditure and Reform: National Monuments (24 Mar 2021)

Patrick O'Donovan: The Office of Public Works is focussed on working to reopen Skellig Michael to visitors in 2021.   This will require significant planning and engagement with OPW site staff and local stakeholders.  The exact date cannot be advised at this time as, once the weather is favourable and access to the island is possible, a full inspection will be required in addition to the usual...

Written Answers — Department of Public Expenditure and Reform: Greenways Provision (24 Mar 2021)

Patrick O'Donovan: The provision of walkways and cycleways is a matter for local authorities and the OPW would be happy to work with the local authorities and other State bodies with their planned development of such community assets, where feasible. In respect of the OPW’s planned programme of flood relief schemes, the OPW works with those local authorities that wish to explore opportunities for the...

Written Answers — Department of Public Expenditure and Reform: Flood Relief Schemes (24 Mar 2021)

Patrick O'Donovan: Local flooding issues are a matter, in the first instance, for each Local Authority to investigate and address. Where necessary, Local Authorities may put forward proposals to relevant central Government Departments, including the Office of Public Works, for funding of appropriate measures depending on the infrastructure or assets under threat. Under the OPW Minor Flood Mitigation Works and...

Written Answers — Department of Public Expenditure and Reform: Garda Stations (24 Mar 2021)

Patrick O'Donovan: Planning for the new Military Road development commenced a number of years ago and the design of the building is based on the  numbers of An Garda Síochána personnel which  existed back then. The OPW  understands An Garda Síochána’s evolving workforce planning needs and is being very pro-actively engaging with An Garda Síochána in...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2021
Vote 13 - Office of Public Works (Revised)
(30 Mar 2021)

Patrick O'Donovan: I am pleased to be here with the members of the committee to present the 2021 Revised Estimate for the Office of Public Works. I am joined by my officials and, virtually, by the chairman of the OPW. The 2021 Revised Estimate provides a gross allocation of €514.775 million to support the ongoing and widely respected work of the Office of Public Works in the provision of vital services...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2021
Vote 13 - Office of Public Works (Revised)
(30 Mar 2021)

Patrick O'Donovan: I have been here. I plied my trade with you, Chairman. As they say, you "learned" me well.

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2021

Vote 13 - Office of Public Works (Revised)

Patrick O'Donovan: Is that from Ballincollig to the mouth of the Lee?

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2021

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2021
Vote 13 - Office of Public Works (Revised)
(30 Mar 2021)

Patrick O'Donovan: The Deputy knows the views of the OPW and Cork City Council. As he knows better than anybody else, Cork city is capable of being flooded as much from rain as it is from the tide. Cork city recently came very close to being flooded from a rain event. In 2009 Cork city flooded from a rain event. The Deputy knows my views about how Cork city flooded in the past. I am sure he knows the views...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2021
Vote 13 - Office of Public Works (Revised)
(30 Mar 2021)

Patrick O'Donovan: I ask the Deputy to let me finish. A tidal barrier would have been totally and utterly useless in 2009. It would not have prevented what happened in 2009. Could the event that happened in 2009 happen again? It absolutely could happen again. The reality is the Office of Public Works and Cork City Council are trying to be honest with the people. The matter is subject to a judicial review...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2021
Vote 13 - Office of Public Works (Revised)
(30 Mar 2021)

Patrick O'Donovan: The Deputy is conflating hydropower with a flood-relief scheme. I was not at the conference. Is the Deputy suggesting taking out the ESB generating station on the Lee? Is that the Deputy's suggestion to eliminating the flood risk in Cork city? Is he suggesting removing the ESB power-generating station on the Lee as a contributor to the flood relief scheme of Cork?

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2021
Vote 13 - Office of Public Works (Revised)
(30 Mar 2021)

Patrick O'Donovan: Before doing that, I might advise the Deputy that Cork City Council and Met Éireann actually do that. During the last severe weather event in Cork, an intervention by Cork City Council, the Office of Public Works and the ESB prevented an event similar to the one that happened in 2009. Perhaps the Deputy might like to do what I do, which is to talk to the business people and the people...
