Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation of Drugs: Discussion (Resumed) (9 Jul 2024)

Michael McNamara: Okay, that is clear. In Oregon, there has been a complete recriminalisation, other than for cannabis, which was not the subject of measure 110. Is that correct?

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation of Drugs: Discussion (Resumed) (9 Jul 2024)

Michael McNamara: Thank you both for the clarifications to me and for the invaluable information provided to the members of the committee over the past two hours. I thank you both for taking time out of your very busy schedules and doing so at short notice. Your questions and answers have given us a lot to think about. The expertise you have shared with us has been very useful and very informative. The...

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation of Drugs: Discussion (Resumed) (9 Jul 2024)

Michael McNamara: Before Deputy Gould contributes, did Deputy Ward wish to direct that question to Mr. Russoniello as well?

Ceisteanna ó Cheannairí - Leaders' Questions (10 Jul 2024)

Michael McNamara: I raise the case of a young man which exemplifies much of what is not working in our asylum system. His name is Tayeb. He lives in Scariff, County Clare. The Taoiseach will know Scariff; he was there a few months ago to announce public expenditure and forget to invite public representatives from outside the Government parties. That can happen.

Ceisteanna ó Cheannairí - Leaders' Questions (10 Jul 2024)

Michael McNamara: I was there. People in Scariff are hospitable and few would remind the Taoiseach of that. They are generally kind and forgiving people. Tayeb quite likes it there but there is no university in Scariff. He has been offered a place in UCD which he wants to take up. He wants to get on with his life. He applied for asylum on 5 January along with his parents. He made his way from Gaza to...

Ceisteanna ó Cheannairí - Leaders' Questions (10 Jul 2024)

Michael McNamara: It was all the other public representatives who were not there.

Ceisteanna ó Cheannairí - Leaders' Questions (10 Jul 2024)

Michael McNamara: I completely understand the State cannot accommodate people where they want to be accommodated. That is not my complaint; my complaint is he cannot work to earn the money to pay for accommodation in Dublin. The Taoiseach says people can apply after five months and then it takes ten weeks but they have a right after six months so the Taoiseach is implicitly acknowledging the right to work...

Ceisteanna ó Cheannairí - Leaders' Questions (10 Jul 2024)

Michael McNamara: That is not what I asked, in fairness.

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation: Discussion (Resumed) (11 Jul 2024)

Michael McNamara: I thank Mr. Leitão da Silva. He acknowledged earlier there was an increase in drug use in Portugal. Obviously, causation and correlation are two very different things, but to what would he attribute this recent increase in drug use?

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation: Discussion (Resumed) (11 Jul 2024)

Michael McNamara: I do not wish to put words in the witness's mouth but it seems he is attributing the reduction of drug use in Portugal to both the decriminalisation and the increase in funding of harm reduction programmes. Is that correct?

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation: Discussion (Resumed) (11 Jul 2024)

Michael McNamara: How can we attribute the reduction of drug use to one over the other? Is there an argument to be made that the most important thing is to fund harm reduction productions and that decriminalisation is very much a secondary element that did not have much of an impact in the reduction? When the funding of the harm reduction programmes is reduced, drug use seems to increase.

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation: Discussion (Resumed) (11 Jul 2024)

Michael McNamara: Police officers in Ireland are largely prohibited from expressing political views so Mr. Leitão da Silva may not be able to answer this question, but in response to that increase in drug use, are there increased calls from within the police force for recriminalisation or is that not even being contemplated?

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation: Discussion (Resumed) (11 Jul 2024)

Michael McNamara: Mr. Leitão da Silva said drug users are a useful source of information. Is it any easier or harder to avail of or get that information because of decriminalisation? Does it have any impact?

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation: Discussion (Resumed) (11 Jul 2024)

Michael McNamara: Thank you, commander. I am aware you have to go at 10.30 a.m., or 11.30 a.m. your time, so I will ask if you can just give three minutes to Deputy Kenny.

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation: Discussion (Resumed) (11 Jul 2024)

Michael McNamara: Has the recent increase in drug use in Portugal been any greater or lesser than in northern Spain or can they be compared? Is current drug use greater or lesser?

Committee on Drugs Use: Decriminalisation, Depenalisation, Diversion and Legalisation: Discussion (Resumed) (11 Jul 2024)
