Robert Troy: The NTA stated it might need to put them out to tender. I presume that before coming here today the Minister would have asked whether they needed to be put out to tender and cited it as a victory and an answer to the problem. Surely, he should know whether they need to be put out to tender. Surely he would have asked when it would be put into operation.

My lack of confidence in the Minister to date stems from the fact that he has not got involved, but he can redeem himself by establishing a forum for all stakeholders. The unions and management cannot address the huge deficit. We need matters of policy, legislation and the licensing regime to be addressed. Only the Minister can do this...

That is positive because it will enable them to fill in voids or cover holiday leave in future. When does Mr. Finn envisage that the traffic corps will be back at full strength?

Robert Troy: Mr. Finn made a point on the fixed charge penalties for those who were in that bracket of 50 mg to 80 mg, and that 75% of those accept their penalty and fine, and that is done straight away. It saves members of the traffic corps from going into court where the person who has been caught is fighting the case. It gives Mr. Finn an opportunity to have more of his force out policing the roads....
