Joint Oireachtas Committee on Education and Skills: Future Funding of Higher Education: Discussion (22 Feb 2022)

Aisling Dolan: There are also many benefits for business.

Joint Oireachtas Committee on Education and Skills: Future Funding of Higher Education: Discussion (Resumed) (1 Mar 2022)

Aisling Dolan: I welcome the witnesses. I am grateful for their contributions and the submissions as well. I might go through a couple of questions, which I will direct to each of the groups for a response. The first question is for Mr. Conlon and the HEA. We are seeing a significant increase in the number of students at third level, which is placing a big demand on services. I hope it has increased...

Joint Oireachtas Committee on Education and Skills: Future Funding of Higher Education: Discussion (Resumed) (1 Mar 2022)

Aisling Dolan: I apologise for interrupting, but does the DIS allow the HEA to evaluate data about students currently on courses? It is not about evaluating students who are applying to the CAO and that the colleges use the DIS data to allocate places.

Joint Oireachtas Committee on Education and Skills: Future Funding of Higher Education: Discussion (Resumed) (1 Mar 2022)

Aisling Dolan: Does the HEA have the power to work with HEIs on particular courses such as medicine where Mr. Conlon says the number of students from disadvantaged areas is so low? Can the HEA refer to students from disadvantaged areas based on the DIS scores and ask that it be taken into account in terms of a cohort of places being allocated? Is that something we can look at?

Joint Oireachtas Committee on Education and Skills: Future Funding of Higher Education: Discussion (Resumed) (1 Mar 2022)

Aisling Dolan: The HEA can incentivise colleges and bring about a sea change.

Joint Oireachtas Committee on Education and Skills: Future Funding of Higher Education: Discussion (Resumed) (1 Mar 2022)

Aisling Dolan: I will come back to Mr. Conlon on the example he uses in terms of change at third level, in particular in traditional HEIs. I thank Mr. Conlon. I will move on to Mr. Brownlee as I am conscious of the time.

Joint Oireachtas Committee on Education and Skills: Future Funding of Higher Education: Discussion (Resumed) (1 Mar 2022)

Aisling Dolan: Companies can do those courses to advance skills, but they cannot take on apprentices themselves. It is more challenging to take on apprentices or offer placements and to bring in somebody brand new and skill them up.

Joint Oireachtas Committee on Education and Skills: Future Funding of Higher Education: Discussion (Resumed) (1 Mar 2022)

Aisling Dolan: I am sorry to rush Dr. Trant, but due to the time constraints I must ask if we can we see the difference between now and a year ago. The grant for €2,000 has been in place for two years and €1,000 comes in after six months. Have we seen a difference in the take-up by micro employers? The issue for me is that they are coming into a company where the micro employer does not...

Joint Oireachtas Committee on Education and Skills: Future Funding of Higher Education: Discussion (Resumed) (1 Mar 2022)

Aisling Dolan: I am sorry for interrupting, but is that done through the colleges? Does an apprentice go to the college, do a FET course and the college has a placement set up with the employer? Is it the employer that arranges it directly?

Joint Oireachtas Committee on Education and Skills: Future Funding of Higher Education: Discussion (Resumed) (1 Mar 2022)

Aisling Dolan: They then link in with the university.

Joint Oireachtas Committee on Education and Skills: Future Funding of Higher Education: Discussion (Resumed) (1 Mar 2022)

Aisling Dolan: I just was not clear whether there were other options for it. I thank Dr. Trant.

Joint Oireachtas Committee on Education and Skills: Future Funding of Higher Education: Discussion (Resumed) (1 Mar 2022)

Aisling Dolan: I am sorry, but I am probably out of time. Could Dr. Trant also come back to me with a breakdown between the different areas for the 10,000 registrations? I do not know if there is time to respond.

Joint Oireachtas Committee on Health: South Kerry Child and Adolescent Mental Health Services: HSE (2 Mar 2022)

Aisling Dolan: As a member of the Joint Sub-Committee on Mental Health, I welcome our guests. I thank the chief operating officer for highlighting that Mr. Fitzgerald took up his role in 2020. I acknowledge the awful findings to emerge from this report. It is important that we have people of experience, including a psychiatrist with an eminent reputation, managing the report that has come out. I hope it...

Joint Oireachtas Committee on Health: South Kerry Child and Adolescent Mental Health Services: HSE (2 Mar 2022)

Aisling Dolan: Whether it is the Saolta University Health Care Group or in the Limerick and Kerry areas, we also need areas of excellence for advanced nurse practitioners and clinical nurse specialists within our hospitals. There must be training for people who are located in that area who can then perhaps transfer into the primary care network or CHOs. Unless we have that expertise in each of our...

Joint Oireachtas Committee on Health: South Kerry Child and Adolescent Mental Health Services: HSE (2 Mar 2022)

Aisling Dolan: I acknowledge the engagement with Oireachtas Members some two years ago when we were given an overview of mental health within the CHOs in our areas. It would be very useful of that were to happen again with Oireachtas Members in each area. I will ask Dr. Burke about CHOs. I expect the position in Kerry is very similar to that in Galway, Roscommon and Mayo. What are the challenges with...

Joint Oireachtas Committee on Health: South Kerry Child and Adolescent Mental Health Services: HSE (2 Mar 2022)

Aisling Dolan: There needs to be more integration between primary care and the hospital network.

Joint Oireachtas Committee on Health: South Kerry Child and Adolescent Mental Health Services: HSE (2 Mar 2022)

Aisling Dolan: There is a lot of work to do and we are here to support the witnesses but we have to avoid something like this happening again. That is our role here today.

Seanad: An tOrd Gnó - Order of Business (22 Mar 2022)

Aisling Dolan: Gabhaim buíochas leis an Leas-Chathaoirleach. I wish to acknowledge all of the St. Patrick's Day parades and the community groups who were involved in organising those at such short notice. The time on which the public health guidelines were lifted to when so many groups around the country co-ordinated bands, clubs, groups and organisations to come together was completely crucial. It...

Seanad: An tOrd Gnó - Order of Business (23 Mar 2022)

Aisling Dolan: Next Friday will be a special day for the Irish Cancer Society. Many fundraising events and activities will take place all over the country. For example, people can host coffee mornings where people can engage and donate. I want to highlight the importance of volunteering and the many ways to support an organisation other than just giving money. People can donate to all of the hospice and...

Seanad: Humanitarian Support for Ukrainian Refugees: Statements (23 Mar 2022)

Aisling Dolan: The Minister is very welcome to the House. This debate is on a serious matter. Our humanitarian response is crucial with regard to what Ireland can give families, particularly mothers and children arriving on our doorstep. I very much welcome the one-stop shop established to provide access to the different Departments in each of the airports. This is crucial to show that Ireland means...
