Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (3 Jul 2019)

Tim Lombard: Eir said it had no impact on the process or the tender.

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (3 Jul 2019)

Tim Lombard: What will be the position on tendering if, God forbid, we are to proceed to re-tendering? There was testimony from Department's advisers very early on to the effect that it could take from three to five years to work through the entire process again. If, tomorrow morning, we were to start the process again, how long would it take us?

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (3 Jul 2019)

Tim Lombard: If the contract were to be paused or cancelled, what implications would it have?

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (3 Jul 2019)

Tim Lombard: I have a final question. It is 3 July. If we were to move ahead with the process before us today, when does the Department believe we will have feet on the road, poles going up and broadband being delivered?

Seanad: Climate Action Plan: Statements (4 Jul 2019)

Tim Lombard: I welcome the Minister. This is a very important debate in regard to the climate action plan and where we are going in this very important space. The Minister is correct that this is a debate of our generation in order to ensure we have a planet to hand on to the next generation, which is a great responsibility on everybody who attends the debate today. I am somewhat disappointed that only...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forestry Sector and Climate Action Plan: Discussion (9 Jul 2019)

Tim Lombard: I will be very brief, as I realise the evening is moving on. My question to the Minister is about ethos, where the forestry programme is going and tying in all sections of the agriculture industry. In his presentation he mentioned the event at Moorepark last week, which some 10,000 people attended. It was a massive event, attended by dairy farmers from every part of the country. It...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forestry Sector and Climate Action Plan: Discussion (9 Jul 2019)

Tim Lombard: Can I ask the Minister-----

Joint Oireachtas Committee on Agriculture, Food and the Marine: Forestry Sector and Climate Action Plan: Discussion (9 Jul 2019)

Tim Lombard: How is the Minister of State going to change the ethos of beef and dairy farmers, in particular, to get them into the system and idea of having a percentage of the holding used in this way and what does the Minister of State deem to be a percentage of a holding that a beef or dairy farmer should be looking at? The ethos of a dairy and beef farmer and how they look at forestry, mentally more...

Joint Oireachtas Committee on Agriculture, Food and the Marine: Alleged Issue of Abuse of Greyhounds: Bord na gCon (9 Jul 2019)

Tim Lombard: My two colleagues have made lengthy presentations on the RTÉ "Prime Time" programme broadcast on 26 June. It was a significant broadcast which shed light on the unfortunate procedures shown to occur in the industry. Some of the procedures went back years and were without a shadow of a doubt unfortunate. We had hoped the industry had moved away from financial issues and into a new era....

Joint Oireachtas Committee on Agriculture, Food and the Marine: Alleged Issue of Abuse of Greyhounds: Irish Coursing Club (9 Jul 2019)

Tim Lombard: I will be brief as it is very late. We have had two presentations, one from the ICC, which give some clarity on the programme. Traceability came up again, and it was probably the key issue discussed in both presentations, and the matter of how we can put in place a platform that would work with traceability from birth until the dog is put to sleep. That will probably be the key issue for...

Seanad: An tOrd Gnó - Order of Business (10 Jul 2019)

Tim Lombard: I would like to follow on from the statement by my colleague from Limerick, Senator Kieran O'Donnell, regarding the Mercosur deal. There is exceptional unrest in the beef industry. In the last 18 months it has seen a dramatic deterioration in prices. The proposed Mercosur deal will see an increased volume of beef coming into the European Union, which will also deflate prices. The outlook...

Joint Oireachtas Committee on Climate Action: Housing and Retrofitting: Discussion (10 Jul 2019)

Tim Lombard: Can I ask about the skill gap? We are proposing to build up to 20,000 new houses every year. The Government's target for 2030 is to have 500,000 houses or units retrofitted. There is an insufficient number of tradesmen with the ability to deliver the projects on time. How does the CIF believe the skills gap could be bridged? What do we need to do at national level and through policy to...

Joint Oireachtas Committee on Climate Action: Housing and Retrofitting: Discussion (10 Jul 2019)

Tim Lombard: Is Mr. Parlon happy with the current number of apprenticeships in the system?

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (11 Jul 2019)

Tim Lombard: I thank the witnesses for the presentation. I ask for clarification on ComReg's role in customer service. Does it have a remit in regard to customer service for Eir and the 300,000 customers in particular?

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (11 Jul 2019)

Tim Lombard: When it comes to the USO for phone and broadband, ComReg has a remit.

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (11 Jul 2019)

Tim Lombard: I refer to the question of when a USO will come in. To sum up ComReg's presentation in three or four words, industry roll-out would come first, followed by public policy intervention and this type of scenario would come after that. The UK model was roughly 2%. That is basically it in a nutshell. This model only addresses the remote areas affected in that scenario.

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (11 Jul 2019)

Tim Lombard: If one wanted to appeal or change the terms and conditions of the USO, would that be a matter for ComReg or for the Government?

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (11 Jul 2019)

Tim Lombard: I am not referring to ComReg wanting to change it. I will give an example. We currently have a USO for a fixed line, but it is proposed to change or review it. What is the process for that?

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (11 Jul 2019)

Tim Lombard: Would ComReg or the Department run that process?

Joint Oireachtas Committee on Communications, Climate Action and Environment: National Broadband Plan: Discussion (Resumed) (11 Jul 2019)

Tim Lombard: Does ComReg or the Department deal with the current fixed-line USO?
