Michael Harty: Can the Deputy define what the word "medicinal" means in the Bill? Does it mean a medicine in the conventional sense of the word? Does he define cannabis as a medicine? Cannabis is a whole-plant product and has up to 170 different components. How can one define what cannabis means in that context?
