Order of Business (21 Mar 2017)

Josepha Madigan: I ask the Taoiseach about the assisted human reproduction Bill. As the House will be aware, the World Health Organization has stated that one-in-six couples suffer with fertility problems. This assisted human reproduction Bill will be of vital assistance to those couples. It covers the areas of surrogacy, embryo donation, gamete donation, stem cell research and also the screening of...

Topical Issue Debate: Garda Station Closures (21 Mar 2017)

Josepha Madigan: I thank the Leas-Cheann Comhairle for the opportunity to raise this very topical issue of the re-opening of Stepaside Garda station. This station was one of those closed between 2012 and 2013 when 139 were shut due to budget cuts. I have always opposed the closing of this Garda station and I endeavoured, particularly during the general election campaign, to say to the residents of Stepaside...

Topical Issue Debate: Garda Station Closures (21 Mar 2017)

Josepha Madigan: I thank the Minister of State, Deputy McEntee, for her response to my queries. I appreciate, as I stated earlier, that the Policing Authority is autonomous and that we cannot predetermine the outcome of its review of Garda stations. Having said that, I would like to know the Minister's response to me not being allowed know the criteria for the reopening or otherwise of a Garda station....

Select Committee on the Future of Healthcare: Health Service Reform: Minister for Health (22 Mar 2017)

Josepha Madigan: I thank the Minister for coming in. I echo what Deputy O'Connell said about his statement. One thing that came up more frequently in general terms, particularly with the TCD team, was about a "big bang" approach as distinct from a phased approach. I wonder what the Minister's views on that are. I think he hinted at what that may be but I would love some elaboration on that.

Josepha Madigan: I moved First Stage of my Thirty-fifth Amendment of the Constitution (Divorce) Bill 2016 on 6 July 2016. Some eight months later, it has not yet reached Second Stage. I receive e-mails and texts daily about this Bill, which will be of enormous assistance to about 300,000 separated couples throughout Ireland. Is there a way of expediting Second Stage of the Bill?

Public Accounts Committee: 2015 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 26 - Education and Skills
(23 Mar 2017)

Josepha Madigan: I thank Mr. Ó Foghlú and his colleagues for attending. It is always encouraging when the Comptroller and Auditor General furnishes the committee with a clear audit opinion. I seek elaboration on a few matters. In the context of the capital review, what needs does the Department have? I refer specifically to whether there is any scope for innovative finance mechanisms in terms of...

Public Accounts Committee: 2015 Annual Report of the Comptroller and Auditor General and Appropriation Accounts
Vote 26 - Education and Skills
(23 Mar 2017)

Josepha Madigan: I appreciate the witness clarifying that. The Department does not wish to limit itself and it is encouraging that it is using innovation to obtain funds. With regard to the further education and training courses, outside of apprenticeships, what mechanisms are in place to ensure we are getting best value for money given the large amount we spend on these courses? We should bear in mind...
