Seanad: Primary Care Centres: Motion (10 Oct 2012)

John Gilroy: Where are they? Who owns them?

Seanad: Primary Care Centres: Motion (10 Oct 2012)

John Gilroy: I welcome the Minister to the Chamber. I find Senator MacSharry's concern for the Labour Party deeply touching and I thank him for it. His contrived annoyance becomes a little threadbare when we take a look at his own side and point out to him the lack of senatorial colleagues of his own party-----

Seanad: Primary Care Centres: Motion (10 Oct 2012)

John Gilroy: -----who have come into the House to support him. We could also mention Dungloe and ask Senator Ó Domhnaill if he has identified any sites in that area-----

Seanad: Primary Care Centres: Motion (10 Oct 2012)

John Gilroy: -----or shall we take the Senator at his word and place the primary health care centre in a three-bedroom, semi-detached house, as he is proposing?

Seanad: Primary Care Centres: Motion (10 Oct 2012)

John Gilroy: That would not be my intention. I welcome the motion before us because it gives us a good opportunity to discuss primary health care and it is probably the most important element of health care delivery that we can examine and it is also a very important part of the programme for Government. However, the blatant and undisguised party politicisation of the debate is to be regretted, and I am...

Seanad: Primary Care Centres: Motion (10 Oct 2012)

John Gilroy: It is based on equality and need.

Seanad: Primary Care Centres: Motion (10 Oct 2012)

John Gilroy: Will the Senator withdraw the motion?

Seanad: Primary Care Centres: Motion (10 Oct 2012)

John Gilroy: The Senator is judging the Government by his own standards.

Seanad: Primary Care Centres: Motion (10 Oct 2012)

John Gilroy: The Senator still voted with the Government.

Seanad: Primary Care Centres: Motion (10 Oct 2012)

John Gilroy: When did the Senator not vote against any policy? He did not vote against any policy.

Seanad: Order of Business (16 Oct 2012)

John Gilroy: That is nonsense.

Seanad: Alcohol Consumption: Statements (17 Oct 2012)

John Gilroy: I welcome the Minister of State, Deputy Alex White, to the Chamber. I will start by welcoming that he put into the arena here the figure that will give the lie to information that is always being quoted by those who are not in favour of reform around alcohol consumption in Ireland, that is, that ¤3.4 billion is the economic alcohol-related cost to the economy. When one says so, the...

Seanad: Mortgage Credit (Loans and Bonds) Bill 2012: Second Stage (17 Oct 2012)

John Gilroy: Senator MacSharry is being unfair.

Seanad: Mortgage Credit (Loans and Bonds) Bill 2012: Second Stage (17 Oct 2012)

John Gilroy: I welcome the Minister of State, Deputy Ring, to the Chamber. It is great to see him again. I am pleased to have an opportunity to discuss this innovative legislation. It is always worthwhile spending time examining the approaches taken in other jurisdictions. I commend Senator Sean Barrett on affording us an opportunity to discuss this issue, even if I called down many maledictions on...

Seanad: Mortgage Credit (Loans and Bonds) Bill 2012: Second Stage (17 Oct 2012)

John Gilroy: On a point of order, that statement cannot be allowed to stand.

Seanad: Order of Business (24 Oct 2012)

John Gilroy: Senator Bacik is not discussing that issue.

Seanad: Order of Business (24 Oct 2012)

John Gilroy: I rise to support Senator MacSharry's call to invite a Minister or Minister of State to the Chamber for a full debate on the issues he is raising. The Minister of State, Deputy Ring, is probably the best Minister of State responsible for sport that we have had in the country. He is very passionate and knows what he is on about. The Minister of State would be very interested in that debate....

Seanad: Health Service Executive (Governance) Bill 2012: Report and Final Stages (24 Oct 2012)

John Gilroy: Perhaps I could introduce a culinary metaphor and say that Senator Norris may have over-egged the pudding on this one. I share the concern he expressed in speaking on the amendment or rather I would share the concern if this was to be a permanent arrangement. This legislation provides for a transitory arrangement to ensure that we can move on with the reform of the health service, if I...

Seanad: Health Service Executive (Governance) Bill 2012: Report and Final Stages (24 Oct 2012)

John Gilroy: No. The intention behind the proposal is that this would allow the people who are currently in the job to get on with doing the job and expedite the reform within the service, as opposed to having to go through the entire public process of advertising which could delay the process by 12 months or more. The Minister might confirm if I am correct in my analysis.

Seanad: Health Service Executive (Governance) Bill 2012: Report and Final Stages (24 Oct 2012)

John Gilroy: On a point of order, Senator MacSharry spoke to amendment No. 4. We are dealing with amendment No. 3.
