Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2023
Vote 13 - Office of Public Works (Revised)
(22 Feb 2023)

Bernard Durkan: We will move on. I have a couple of questions to ask. I will not take too long because we are under pressure to finish by a certain time. How many public properties are there throughout the State, for which the Minister of State's Department has responsibility, are decommissioned, idle or whatever? How likely are they to be required in the context of meeting housing requirements and...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2023
Vote 13 - Office of Public Works (Revised)
(22 Feb 2023)

Bernard Durkan: Would it be possible to conduct an audit of the various locations where it might be beneficial to the State, or be in the State's interest, to bring to a conclusion the various possible uses and disposal? For example, I saw on the news that a very large, preserved building in HSE ownership is idle and has been so for some years. There is a debate on what the cost might be to make it...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2023
Vote 13 - Office of Public Works (Revised)
(22 Feb 2023)

Bernard Durkan: I suggest, arising from this meeting, that there be an updated response or email to all authorities about the various buildings to ascertain the current position with regard to utilisation of the buildings for necessary and urgent housing purposes. Thousands of people are homeless and thousands require accommodation of varying levels of quality. It may be felt in some quarters that this...

Select Committee on Finance, Public Expenditure and Reform, and Taoiseach: Estimates for Public Services 2023
Vote 13 - Office of Public Works (Revised)
(22 Feb 2023)

Bernard Durkan: I have two other questions. One relates to drainage and CFRAM and the ongoing campaign all over the country to address it. I realise the difficulty in co-ordination and there are always snags. We had them in my constituency, where somebody comes up with an objection and suddenly the progress of the scheme has to stop. I ask for confirmation that we are progressing as was intended in...

Joint Oireachtas Committee on Health: Ambulance Services, Recruitment and Retention of Personnel, and Response Times: Discussion (22 Feb 2023)

Bernard Durkan: I thank the witnesses for appearing this morning and for their respective reports. I compliment them on the work they do and the degree to which they respond to emergencies in the best way and fastest possible time. I have a couple of questions for Mr. Keeley. What issues need to be most urgently addressed to deal with the trends as they appear at present post Covid and to deal with the...

Joint Oireachtas Committee on Health: Ambulance Services, Recruitment and Retention of Personnel, and Response Times: Discussion (22 Feb 2023)

Bernard Durkan: To what extent has the Dublin Fire Brigade identified the precise resources needed and relayed this to the responsible authorities in terms of quantity and quality?

Joint Oireachtas Committee on Health: Ambulance Services, Recruitment and Retention of Personnel, and Response Times: Discussion (22 Feb 2023)

Bernard Durkan: For the committee to understand fully the precise nature of the requirements that are needed on an ongoing basis, starting from now, will Mr. Keeley tell us whether they need 40 or 50 more ambulances, how many extra staff they need and where they are needed? To what extent is the rota being changed so as not to have the same people on the front line and thereby creating variety?

Joint Oireachtas Committee on Health: Ambulance Services, Recruitment and Retention of Personnel, and Response Times: Discussion (22 Feb 2023)

Bernard Durkan: I understand that, but the reason I asked the question was so that it would be possible for us to identify what exactly is required to provide the optimum service at all times. The term "lack of resources" covers everything now. I am not suggesting Mr. Keeley is using that expression. We need to identify precisely what the needs are and how we propose to deal with them. I am aware of the...

Joint Oireachtas Committee on Health: Ambulance Services, Recruitment and Retention of Personnel, and Response Times: Discussion (22 Feb 2023)

Bernard Durkan: Is it of such a frequency that would alarm Mr. Keeley, given his knowledge of requirements of the system?

Joint Oireachtas Committee on Health: Ambulance Services, Recruitment and Retention of Personnel, and Response Times: Discussion (22 Feb 2023)

Bernard Durkan: What issues have come to Mr. Morton's attention that would alert him as to the urgency of the need for particular improvements at particular times? What are his conclusions? For instance, has he identified staff for rota changes? Staff retention has also been mentioned as an issue in some areas. Will he say precisely what is happening with the retention of staff?
