Joanna Tuffy: Amendment No. 21 has ruled out of order as a potential charge on the Exchequer because it could have the effect of reducing the sum available for recovery by the Department and, therefore, has potential to be a charge on the Exchequer. Amendment No. 22 has been ruled out of order as a potential charge on the Exchequer for the same reason as I read out in the case of amendment No. 20.

Joanna Tuffy: We can presume the Dáil and committees operate in public but there are some circumstances where they may not. If too much discretion is allowed, a body might not do its business in public because it can pick and choose its issues. If we presume the operations are public, justice will be done in public.
