Interim Report on Child and Adolescent Mental Health Services: Statements (26 Jan 2023)

Bernard Durkan: I am glad to have an opportunity to speak on this important matter. From dealing with issues relating to health on the health committee for a long period dating back to the health boards, I am deeply conscious of the urgent necessity to respond quickly. I acknowledge the work the Minister of State, Deputy Butler, has done already and the serious burden placed on her in the course of recent...

Committee on Budgetary Oversight: Commission on Taxation and Welfare Report: Discussion (25 Jan 2023)

Bernard Durkan: I am sorry for coming late to the meeting. I was in three or four different places at the same time. I have been listening to the debate and there is a certain amount of déjà vu. Around the time of the financial crash, there was much doomsday speculation that we had limited opportunities, we were going to go down and would be down for years and decades, potentially 50 or 60...

Committee on Budgetary Oversight: Commission on Taxation and Welfare Report: Discussion (25 Jan 2023)

Bernard Durkan: Let us not forget that we had another property tax which brought in substantial money for local authorities and the Exchequer. There was a bad reaction, particularly on the south side of Dublin. It had to be abolished.

Committee on Budgetary Oversight: Commission on Taxation and Welfare Report: Discussion (25 Jan 2023)

Bernard Durkan: This is not about rates but a different property tax that had to be abolished. It applied to houses over a certain valuation. They were in Dublin in what used to be called the stockbroker belt. It was not positive, it did not bring in what it was intended to bring in and it was punitive for those it affected.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Economic Issues: Engagement with Governor of the Central Bank of Ireland (25 Jan 2023)

Bernard Durkan: I apologise for arriving late; I was in other places. I welcome our guests and I want to ask a simple initial question. Who supervises the vulture funds? Does anybody do so? Is it self-regulation or how does it work?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Economic Issues: Engagement with Governor of the Central Bank of Ireland (25 Jan 2023)

Bernard Durkan: I am not too concerned about Mr. Makhlouf's idea of vulture funds. Essentially I am talking about the funds - as we were informed in the House several times - they do not come under the regulation of the Central Bank. Is that true or have they come partly under its regulation? Do they self regulate? What is to stop them from running wild and buying up half the country? The Irish Farmers...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Economic Issues: Engagement with Governor of the Central Bank of Ireland (25 Jan 2023)

Bernard Durkan: Will Mr. Makhlouf wait until I am finished? What is to stop them from buying up the most agriculturally productive land in the country? They will hardly buy swamps when they are getting involved in this. We talk about rewetting on one hand and rewilding on the other hand, some of which we have to do. We have a lot of wetting and wilding done already. How will they be regulated in the...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Economic Issues: Engagement with Governor of the Central Bank of Ireland (25 Jan 2023)

Bernard Durkan: I suggest Mr. Makhlouf answers this one.

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Economic Issues: Engagement with Governor of the Central Bank of Ireland (25 Jan 2023)

Bernard Durkan: Is the Central Bank conscious that their activities, depending on their size, importance and influence, could have a significant effect on smaller open economies if left unchecked?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Economic Issues: Engagement with Governor of the Central Bank of Ireland (25 Jan 2023)

Bernard Durkan: Why not? Is it because of a policy restriction or does the Central Bank not wish to get involved?

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Economic Issues: Engagement with Governor of the Central Bank of Ireland (25 Jan 2023)

Bernard Durkan: I accept that but it does not stop us having to raise questions as and when they arise. Public representatives are at the coalface and we are the first people the public will blame. They will not blame the Central Bank. They blame public representatives for not warning them. Someone must warn the public about cryptocurrencies and everything else. Some authority must warn the public as to...

Joint Oireachtas Committee on Finance, Public Expenditure and Reform, and Taoiseach: Economic Issues: Engagement with Governor of the Central Bank of Ireland (25 Jan 2023)

Bernard Durkan: That has not been the experience of people in public life. There is a feeling that people who raise issues are potential troublemakers and perhaps they have the wrong end of the stick, should take their case somewhere else or whatever the case may be. I will park that as I know the Chair also wishes to contribute. I will move on to another matter. I am aware of moral hazard and the need...
