Noel Dempsey: Under the Road Traffic Act 2004 a default speed limit of 100km/h applies to a rural national road. It is a matter for Cork County Council, with the consent of the National Roads Authority, to determine if a special speed limit should be applied in lieu of the default speed limit at any location on a national road.
