Bríd Smith: That is not what I am referencing. This contractor has been informed by the SEAI - I have this in writing here in front of me - that changes to the individual energy upgrade grants to come into effect on 1 January 2023 will mean that the homeowner is liable for the full cost of the works upfront. That is what I am referencing.
