Fergus O'Dowd: I examined that and I note there is a separate account and water charges are included in all of those accounts, but it is separately identified. They are not part of the actual charge but they are part of the costs. Senator Ó Clochartaigh can dance around it whatever way he likes, the facts are it is a con job that he is trying to put on the electorate.
