Peadar Tóibín: They are dealing with massive housing and infrastructure crises. They are at sixes and sevens with regard to their budgets. It nearly needs a national policy and impetus - obviously with a tie-in from the local councils.

- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Heritage Council: Chairperson Designate (20 Sep 2017)
Peadar Tóibín: Mr. Parsons mentioned how elastic the word "heritage" can be. The Irish language would be very much part of our cultural heritage.
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Heritage Council: Chairperson Designate (20 Sep 2017)
Peadar Tóibín: It strikes me that the Irish language is like a magic door to a certain extent. If a person has the language behind that door, there is an ocean of literature, drama, art, thoughts, etc. What role does Mr. Parsons's organisation have with regard to developing people's understanding of and access to that heritage.
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Heritage Council: Chairperson Designate (20 Sep 2017)
Peadar Tóibín: Absolutely. About 17% of the population of this State was born outside this State. Many of them have taken on the Irish language with gusto so in a way, it has worked as a bridge both to the new Irish and the existing Irish. Has the Heritage Council given an opinion on the Heritage Bill?

- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Irish Manuscripts Commission: Chairperson Designate (20 Sep 2017)
Peadar Tóibín: There is a wealth of manuscripts, especially Gaelic manuscripts, most of which, in truth, would be invisible to 99% of the population. Only those who seek out those particular documents and who have the language skills would get an opportunity to understand the light they shed on the lives of the everyday individuals and government structures at that time. How do we open the door and make...

- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Irish Manuscripts Commission: Chairperson Designate (20 Sep 2017)
Peadar Tóibín: Professor McCafferty mentioned collective memory, which is one of the most important aspects of this. There is also a commercial aspect to this to a certain extent. Earlier we discussed county museums and local access to documents. It strikes me that the Book of Kells is in Trinity College and not Kells.
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Irish Manuscripts Commission: Chairperson Designate (20 Sep 2017)
Peadar Tóibín: This is not about Kells per sebecause it is not even in my constituency.
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Irish Manuscripts Commission: Chairperson Designate (20 Sep 2017)
Peadar Tóibín: I understand that Trinity College is, in many ways, the best location for the manuscript. There are four volumes to that particular manuscript. Were there a safe, climatically controlled space within Kells, a volume on loan could be provided by Trinity College which would allow local access. Trinity College makes millions of euro per annum from access to that particular document. I accept...
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Irish Manuscripts Commission: Chairperson Designate (20 Sep 2017)
Peadar Tóibín: As I understand it, it is difficult to obtain a full census picture for the State pre-1900. In other words, a good chunk of those censuses was part of what was destroyed in the Four Courts.
- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Irish Manuscripts Commission: Chairperson Designate (20 Sep 2017)
Peadar Tóibín: Professor McCafferty mentioned that a great deal of work had been done to fill in those gaps. I imagine there would be other reflective documents that would shine light into that empty space. Will we reach a point when we might be able to get access to much more information on family history, for example, who one's family was and what situation they might have been in in the 1850s, 1860s...

- Joint Oireachtas Committee on Arts, Heritage, Regional, Rural and Gaeltacht Affairs: Irish Manuscripts Commission: Chairperson Designate (20 Sep 2017)
Peadar Tóibín: If it were possible, it might be interesting for us as a committee to pay a visit and have a look at some of those documents. That would be a real buzz for us.
