Seanad: An tOrd Gnó - Order of Business (20 Nov 2019)

Ivana Bacik: I thank the Leader.

Seanad: Inquiry into the Death of Shane O'Farrell: Statements (20 Nov 2019)

Ivana Bacik: I welcome the Minister to the House and the fact that the Leader acceded to our request when Senator Rose Conway-Walsh and I asked that these statements take place today on the Order of Business earlier. I am grateful for that. It is disappointing that we are again debating the need for a public inquiry into the death of Mr. Shane O'Farrell. This is a matter we all thought had been...

Seanad: Inquiry into the Death of Shane O'Farrell: Statements (20 Nov 2019)

Ivana Bacik: Hear, hear.

Seanad: Criminal Justice (Rehabilitative Periods) Bill 2018: Committee Stage (20 Nov 2019)

Ivana Bacik: I welcome the Minister to the House's debate on the Bill. I commend Senators Ruane, Kelleher and Black and their colleagues on not only introducing it, but on tabling these amendments. I welcome the Minister's announcement that the Government will not oppose the amendments and that he is engaging with Senator Ruane. It shows the Seanad at its best-----

Seanad: Criminal Justice (Rehabilitative Periods) Bill 2018: Committee Stage (20 Nov 2019)

Ivana Bacik: -----in working collaboratively on achieving important and necessary reforms that are not opposed by anyone. I have spoken many times in support of the principle that is encapsulated in the Bill, namely, ensuring that a broader range of convictions may be regarded as spent convictions and lifting some of the restrictions in what is a highly-restrictive regime for spent convictions. Ireland...

Seanad: Finance Bill 2019: Second Stage (26 Nov 2019)

Ivana Bacik: I welcome the Minister of State to the House. It is always welcome to have our former Seanad colleague, the Minister of State, Deputy D'Arcy, here with us and I thank him for that. My party's finance spokesperson, Deputy Burton, set out clearly in the Dáil the Labour Party's position on the budget and on the Bill, as the Minister of State will be aware. In keeping with what she...

Seanad: Judicial Appointments Commission Bill 2017: Report Stage (Resumed) (26 Nov 2019)

Ivana Bacik: I welcome the Minister to the House. I also speak in support of amendment No. 5 in the name of Senator Norris. I thank Senator Noone for the very clear outline of her concerns about the Bill and her support in principle for the amendment. It is sensible. It is also an issue to which we will return when we come to amendment No. 7 in the Minister's name and amendment No. 30 tabled by the...

Seanad: Judicial Appointments Commission Bill 2017: Report Stage (Resumed) (26 Nov 2019)

Ivana Bacik: Hear, hear.

Seanad: Judicial Appointments Commission Bill 2017: Report Stage (Resumed) (26 Nov 2019)

Ivana Bacik: I agree with Senator McDowell. These are very significant amendments. Amendment No. 7 in particular is very different from, and of a different order to, the others. It is far more substantial. It seeks to insert four new paragraphs into page 8 of the Bill. I have already referred to this amendment a number of times in my speeches on earlier amendments. It certainly should not be grouped...

Seanad: Judicial Appointments Commission Bill 2017: Report Stage (Resumed) (26 Nov 2019)

Ivana Bacik: To finish my point, amendment No. 12 relates to the length of time for which a lay person's period of disqualification or "quarantine", as it has been referred to, should last. That is very specific and not contingent on amendment No. 7. It relates specifically to the existing text of page 8 of the Bill, as do amendments Nos. 8 and 10. These refer to the deletion of existing text, which is...

Seanad: Judicial Appointments Commission Bill 2017: Report Stage (Resumed) (26 Nov 2019)

Ivana Bacik: The issue of recommital is one for the Chair's discretion.

Seanad: Judicial Appointments Commission Bill 2017: Report Stage (Resumed) (26 Nov 2019)

Ivana Bacik: I did not interrupt Senator Conway.

Seanad: Judicial Appointments Commission Bill 2017: Report Stage (Resumed) (26 Nov 2019)

Ivana Bacik: I stand corrected. It is certainly not a matter for Senator Conway, nor is it a matter related to the amount of time.

Seanad: Judicial Appointments Commission Bill 2017: Report Stage (Resumed) (26 Nov 2019)

Ivana Bacik: Nor, if I may say so, does it relate to the amount of time spent discussing other amendments on Committee Stage. This is a new and substantive amendment.

Seanad: Judicial Appointments Commission Bill 2017: Report Stage (Resumed) (26 Nov 2019)

Ivana Bacik: Hear, hear.

Seanad: Judicial Appointments Commission Bill 2017: Report Stage (Resumed) (26 Nov 2019)

Ivana Bacik: What is the point of the list?

Seanad: An tOrd Gnó - Order of Business (27 Nov 2019)

Ivana Bacik: I support the amendment proposed by my colleague, Senator Ó Ríordáin, to substitute a debate on crime for one hour of the debate on the Judicial Appointments Commission Bill. I also support Senator Leyden's amendment, which would substitute a debate on the important issue of Cuisle for the other hour and a half of debate on the Judicial Appointments Commission Bill. Both are...

Seanad: An tOrd Gnó - Order of Business (27 Nov 2019)

Ivana Bacik: It is not every day but today we have two urgent issues to be-----

Seanad: An tOrd Gnó - Order of Business (27 Nov 2019)

Ivana Bacik: I thank the Leas-Chathaoirleach for his clarification of the issue. I also support what Senator Ardagh said in respect of cycling. As somebody who cycled in today and yesterday and who cycles regularly or every day, the roads were very clear because of the farmers' protests.

Seanad: An tOrd Gnó - Order of Business (27 Nov 2019)

Ivana Bacik: We do, however, need to make more provision for cyclists, as I said in my contribution on the Finance Bill 2019 last night. I commend Senator Hackett on her excellent speech in response to the farmers' protest. I understand it is in the process of being resolved, which is welcome because the farmers' group is raising serious issues. Senator Hackett is correct when she speaks about the...
