Joint Oireachtas Committee on Social Protection: Energy Poverty: Discussion (17 Jan 2024)

Mark Wall: I begin by joining with members in sending my condolences to Mr. Kelly's family. I also thank all of our visitors and guests today. Many of my questions have been asked already but I want to follow up on a few. HAP inspections are something that I come across regularly in my line of work, especially with local authority houses. Is the SEAI involved with local authorities, what is the...

Joint Oireachtas Committee on Social Protection: Energy Poverty: Discussion (17 Jan 2024)

Mark Wall: I thank Dr. Kelithy. As the Cathaoirleach stated, it is a matter the committee will take up. The moratorium is coming to an end. That point was made to me at several clinics yesterday. My question on windows and doors was not answered. Does the SEAI provide a specific grant in that regard? Its website refers to windows and doors. I am continually asked about this. Is there a...

Joint Oireachtas Committee on Social Protection: Energy Poverty: Discussion (17 Jan 2024)

Mark Wall: Is it just under the one-stop-shop system that a person can apply? I apologise for concentrating on windows and doors but it is a significant issue for me. I am aware of the warmer homes scheme and what happens there but I am talking about people who may not qualify for the warmer homes scheme. Can they apply under the 50% or 40% grant scheme specifically for windows and doors?

Joint Oireachtas Committee on Social Protection: Energy Poverty: Discussion (17 Jan 2024)

Mark Wall: That answers my question. I thank Dr. Byrne.

Seanad: An Bille um an Naoú Leasú is Tríocha ar an mBunreacht (An Teaghlach), 2023: An Dara Céim - Thirty-ninth Amendment of the Constitution (The Family) Bill 2023: Second Stage (22 Jan 2024)

Mark Wall: I want to share some time with Senator Sherlock, if that is okay. I welcome the Minister to the House today to this very important debate on the Thirty-ninth Amendment of the Constitution (The Family) Bill 2023. I will be concentrating much of my contribution on my experience of dealing with cohabiting couples and our own Labour Party Bill, the Social Welfare (Surviving Cohabitant's...

Seanad: An tOrd Gnó - Order of Business (24 Jan 2024)

Mark Wall: I, too, welcome our guests to the Gallery today. As a member of the autism committee, I am proud of the achievement of getting autism-friendly accreditation for the Houses of the Oireachtas. It is a really important day for us all. I give particular credit to the chair of the committee, which I know Senator Ardagh has already done. Senator Carrigy has driven this through the Houses over...

Seanad: Policing, Security and Community Safety Bill 2023: Committee Stage (Resumed) and Remaining Stages (24 Jan 2024)

Mark Wall: I second the amendments, if that is in order. I welcome the Minister to the House today. This is an important conversation. I spent 11 years on Kildare County Council and attended joint policing committees, JPCs. It is important that we ensure local authority members continue to be represented on JPCs or community safety partnerships as they are now. Our amendments have been tabled to...

Seanad: Policing, Security and Community Safety Bill 2023: Committee Stage (Resumed) and Remaining Stages (24 Jan 2024)

Mark Wall: Continue please, Senator.

Seanad: Defence Forces Tribunal of Inquiry: Motion (30 Jan 2024)

Mark Wall: I welcome the Minister of State. On behalf of the Labour Party, I welcome the establishment of the tribunal of inquiry. There can be no doubt, as previous speakers indicated, that its establishment has taken a long time. It is important to acknowledge what we have before us. As Members have done in this House and in the Dáil previously, we pay tribute to the Women of Honour. I...

Seanad: Coroners (Amendment) Bill 2024: Second Stage (30 Jan 2024)

Mark Wall: I welcome the Minister of State. I also welcome the debate. I acknowledge that this Bill is an effort to alleviate some of the pressures experienced in the coronial service. We are all conscious that we are having this debate at a time when there are huge backlogs in the service. Coroners provide a vital service in technical terms but also do a lot in shaping the experience of bereavement...

Seanad: Criminal Justice (Engagement of Children in Criminal Activity) Bill 2023: Second Stage (31 Jan 2024)

Mark Wall: I welcome to the Visitors Gallery the young Travellers from all over Ireland with the youth service group Involve. I hope they enjoy their day with us here in Leinster House. They are guests of Senator Flynn.

Seanad: Criminal Justice (Engagement of Children in Criminal Activity) Bill 2023: Second Stage (31 Jan 2024)

Mark Wall: When is it proposed to take Committee Stage?

Seanad: Criminal Justice (Engagement of Children in Criminal Activity) Bill 2023: Second Stage (31 Jan 2024)

Mark Wall: Is that agreed? Agreed.

Seanad: Gnó an tSeanaid - Business of Seanad: Housing Schemes (1 Feb 2024)

Mark Wall: I welcome the Minister of State, Deputy Malcolm Noonan, to the House for what is a very important Commencement matter. This is the third time since I was elected to this House that I have raised this matter. We discussed this on the last day the Minister of State was here and he has heard of similar experiences in his own offices. Not a day goes by but I deal with an application for, or a...

Seanad: Gnó an tSeanaid - Business of Seanad: Housing Schemes (1 Feb 2024)

Mark Wall: I thank the Minister of State for the reply but, unfortunately, it is a bit of déjà vubecause the last time we spoke, this report was with Department of Public Expenditure, National Development Plan Delivery and Reform for discussion on changes to be brought forward. At the same time, as the Minister of State said, people are not being allowed to live independently in their homes,...

Seanad: Gnó an tSeanaid - Business of Seanad: Waste Management (1 Feb 2024)

Mark Wall: I welcome the Minister of State, Deputy Richmond, to the House.

Seanad: An tOrd Gnó - Order of Business (1 Feb 2024)

Mark Wall: I rise today and also wish everyone a happy St. Brigid's Day. We have had a number of events in County Kildare already to celebrate Brigid 1500. We had a brilliant night in the library in Athy two nights ago at the We Shall Overcome event. Last night, we had a great light show similar to what I am sure happened in County Louth last night. It was terrific to be there to witness Brigid in...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Special Educational Needs (13 Feb 2024)

Mark Wall: I, too, welcome the Minister of State to the House today to have what is an important conversation for a growing number of people in south Kildare on the issue of special school places. I sought this Commencement matter this morning because it was announced by the Minister of State, Deputy Madigan, in early December that four new special schools will be established this coming September and...

Seanad: Nithe i dtosach suíonna - Commencement Matters: Special Educational Needs (13 Feb 2024)

Mark Wall: I thank the Minister of State. I appreciate that reply. The most important thing we can take from it is that we will have a special school in south Kildare in September. That is the message that needs to go out to the many families who ring me and all public representatives in south Kildare because, as I said in my introduction, when you hear the stories you realise the stress on families....

Seanad: An tOrd Gnó - Order of Business (13 Feb 2024)

Mark Wall: I want to raise two issues today. The first is about school places. I know there is a meeting tonight regarding the lack of school places in Properous in mid-Kildare. This is an ongoing issue that I have raised. I ask that a debate be organised with the Minister for Education. The specific issue I want to raise on school places today relates to Scoil Mhuire in Ballymore Eustace, in my...
