- Seanad: Disability Bill 2004: Committee Stage (Resumed). (15 Jun 2005)
Feargal Quinn: I query the reference to Dáil Ãireann and not to the Oireachtas. Is there a reason for that?
- Seanad: Disability Bill 2004: Committee Stage (Resumed). (15 Jun 2005)
Feargal Quinn: The phrase has only just caught my eye.
- Seanad: Disability Bill 2004: Committee Stage (Resumed). (15 Jun 2005)
Feargal Quinn: We are discussing the section now. I have a concern about the section because it states in amendment No. 45 that the report will be laid "before Dáil Ãireann" as soon as possible. Surely that should state "before the Oireachtas"?
- Seanad: Disability Bill 2004: Committee Stage (Resumed). (15 Jun 2005)
Feargal Quinn: If the omission was not intentional, is the Minister of State willing to amend the amendment?
- Seanad: Disability Bill 2004: Committee Stage (Resumed). (15 Jun 2005)
Feargal Quinn: I suggest that, within the section, we amend the phrase to include Dáil Ãireann and Seanad Ãireann.
- Seanad: Disability Bill 2004: Committee Stage (Resumed). (15 Jun 2005)
Feargal Quinn: I support Senator Terry on this issue. Her arguments are in line with points made by a number of Senators on Second Stage and Committee Stage, regarding the promotion of a positive attitude, rather than simply removing negatives. Senator Terry has made her point well and I urge the Minister of State to accept her amendment.
- Seanad: Disability Bill 2004: Committee Stage (Resumed). (15 Jun 2005)
Feargal Quinn: I thank Senators Kett and Terry for their kind words. Setting targets for people is a great way of trying to achieve something. It appears that Senator Terry's amendment is very worthy. Even if it is difficult to achieve, it sets standards that others strive to attain. I know that many employers around the country who did not realise that the Government had set a target of 3% until it was...

- Seanad: Morris Tribunal Reports: Motion. (15 Jun 2005)
Feargal Quinn: The Minister of State used words which record what most of us feel such as "deplore", "appalled" and, "therefore, public confidence in the force has been seriously damaged". However, when I talk about public confidence in the force, I am not just talking about the public confidence that was shattered recently in Donegal. I am worried about damaging even more the public confidence we need in...
- Seanad: Order of Business. (16 Jun 2005)
Feargal Quinn: Several days ago, I raised the question of contaminated water in a number of towns around the country. I have since learned that the situation is far worse than I originally believed. I made specific reference to Tyrellstown, in the Fingal County Council area, where a water problem arose last weekend which was not resolved until Monday. Last night, I was notified by the council that the water...
- Seanad: Order of Business. (28 Jun 2005)
Feargal Quinn: Senator O'Meara referred to the report of the Ombudsman for Children published today. This detailed report requires urgency and should be debated soon although I am sure it is not possible to do so this week. We had a debate here last week about prisons but one of the points to which Senator O'Meara did not refer was one made by the Ombudsman for Children on the difficulty judges have in...
- Seanad: Grangegorman Development Agency Bill 2004: Committee and Remaining Stages. (28 Jun 2005)
Feargal Quinn: I am concerned about the ability to get things done, as suggested by good management practice. It would be good management practice to consult with people such as the residents when drawing up a plan but I am not sure it is wise to insist they have a right to be on the proposed group. We are trying to achieve an objective and there may be difficulties if we are forced to involve others, whose...
- Seanad: Interpretation Bill 2000: Committee Stage. (29 Jun 2005)
Feargal Quinn: That answer is not good enough. If the material is already available on one website, to put it on another website involves only pressing buttons. There is no cost involved. It does not make sense. If the Office of the Attorney General delays in doing that it is not a question of manpower or costs but only a matter of transferring the information from one website to another.
- Seanad: Interpretation Bill 2000: Committee Stage. (29 Jun 2005)
Feargal Quinn: My amendment No. 56 might have been covered by this point. If it is not correct to debate it now I will wait until we reach it, if we do.
- Seanad: Interpretation Bill 2000: Committee Stage. (29 Jun 2005)
Feargal Quinn: I did not realise that my upcoming amendment has been ruled out of order.
- Seanad: Interpretation Bill 2000: Committee Stage. (29 Jun 2005)
Feargal Quinn: The Minister of State referred to the Oireachtas e-democracy unit, which I recently learned won a deserved award for the best parliamentary website in Europe. We clearly recognise this area. We are not living in the 18th or 19th centuries but the 21st century. While I understand that the paper document signed by the President is the actual Act, we must recognise the need and sense of having...
- Seanad: Interpretation Bill 2000: Committee Stage. (29 Jun 2005)
Feargal Quinn: No cost would be incurred. If we must ensure we use electronic means of communication, our solutions are included in the amendment.
- Seanad: Interpretation Bill 2000: Committee Stage. (29 Jun 2005)
Feargal Quinn: If I remember correctly, it was one or two years ago that the Taoiseach gave his electronic signature to Intel or Microsoft.
- Seanad: Interpretation Bill 2000: Committee Stage. (29 Jun 2005)
Feargal Quinn: Perhaps my example was a poor one. I will address the jargon of "laying" something before the Houses of the Oireachtas. Where do we lay these matters? We do not, as we put documents in the Oireachtas Library and send paper documents to every Member. It would be more sensible to lodge something in the Library and send it in electronic format to Members, who could lay their hands on the...
