Gerry Horkan: I will bring everyone in on the block and the Minister will respond to the block. I would like to have everybody's contributions before we bring in the Minister, regardless of whether it is in a block or in a few small blocks. Senator Cassells said he wanted to come in on the block and I ask him to go ahead. I will bring in Senator Higgins then.
