Select Committee on Housing, Planning and Local Government: Planning and Development (Amendment) (Large-scale Residential Development) Bill 2021: Committee Stage (1 Dec 2021)

Eoin Ó Broin: I move amendment No. 49: In page 17, line 30, to delete "16 weeks" and substitute "8 weeks".

Joint Oireachtas Committee on Housing, Planning and Local Government: Draft Planning and Development (LRD Fees) Regulations 2021: Motion (2 Dec 2021)

Eoin Ó Broin: I thank the Minister of State and the officials for the briefing. I have two sets of questions. First, let me dissent from the general consensus that seems to be that we adequately fund local government. We absolutely do not. Local government is chronically under-funded. Our housing departments and planning departments are stretched beyond belief. Covid-19 has exposed that probably more...

Joint Oireachtas Committee on Housing, Planning and Local Government: Draft Planning and Development (LRD Fees) Regulations 2021: Motion (2 Dec 2021)

Eoin Ó Broin: Not arriving is better than arriving in that world.

Joint Oireachtas Committee on Housing, Planning and Local Government: Draft Planning and Development (LRD Fees) Regulations 2021: Motion (2 Dec 2021)

Eoin Ó Broin: That is a separate point.

Joint Oireachtas Committee on Housing, Planning and Local Government: Draft Planning and Development (LRD Fees) Regulations 2021: Motion (2 Dec 2021)

Eoin Ó Broin: Since Mr. Sheridan’s ears have just pricked up there, could I ask if the committee could get a note with further explanation on exactly how the fee structure will work, particularly on that upper limit? I presume there has been some assessment on what level of fees the board has gotten in the last year. This goes to Deputy Higgins’s point that Dublin, the commuter belt and a...

Select Committee on Housing, Planning and Local Government: Estimates for Public Services 2021
Vote 34 - Housing, Local Government and Heritage (Supplementary)
(2 Dec 2021)

Eoin Ó Broin: I thank the Minister for the explanation. There has been a significant carryover of more than €200 million into the local authority social housing investment programme. Can the Minister give an indication of how the underspend this year has impacted on the projected targets for social housing output? That would be helpful for us to understand. It is important we support local...

Joint Oireachtas Committee on Housing, Planning and Local Government: Business of Joint Committee
Update from Minister of State at the Department of Housing, Local Government and Heritage
(7 Dec 2021)

Eoin Ó Broin: I am in Leinster House. I thank the Minister of State for the updates he has provided. There are three areas on which I would like more information. It is very welcome the State architectural policy will now be published. As the Minister of State and I know, it has been long delayed. When we met last year and spoke about this, there was an indication there would be further rounds of...

Joint Oireachtas Committee on Housing, Planning and Local Government: Business of Joint Committee
Update from Minister of State at the Department of Housing, Local Government and Heritage
(7 Dec 2021)

Eoin Ó Broin: The remit of this committee is heritage and housing, while architecture and architectural policy cut across a range of other Departments, but many members of the committee are keen to play a supporting role to ensure the policies, particularly the two core principles that have been outlined, are amplified such that whether it is hospitals, schools or good quality public housing that are being...

Joint Oireachtas Committee on Housing, Planning and Local Government: Business of Joint Committee
Update from Minister of State at the Department of Housing, Local Government and Heritage
(7 Dec 2021)

Eoin Ó Broin: Yes. I will return to the issue of Moore Street. It is my understanding that there are three planning applications and that requests for further information are pending. The deadline for the latter is next week. There is a view among many people who are more involved in this project than I am that much of the success or failure of what is currently on the table will depend on what happens...

Joint Oireachtas Committee on Housing, Planning and Local Government: Business of Joint Committee
Update from Minister of State at the Department of Housing, Local Government and Heritage
(7 Dec 2021)

Eoin Ó Broin: May I say one thing? I would not ask the Minister of State to comment on the live planning applications from the point of view of the planning authority but I believe he could comment on whether he or his officials have made a submission as part of the process. I believe it is reasonable to ask him to update the committee on that, if he can.

Joint Oireachtas Committee on Housing, Planning and Local Government: Business of Joint Committee
Update from Minister of State at the Department of Housing, Local Government and Heritage
(7 Dec 2021)

Eoin Ó Broin: It is specifically in respect of the three live planning applications under consideration by Dublin City Council. My understanding is that these relate to the historic site, not the O'Connell Street side. I could be wrong in that but that is my understanding.

Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration: Discussion (14 Dec 2021)

Eoin Ó Broin: I confirm I am in Leinster House. I thank all our guests for their important presentations. In particular, I want to say to Ms Murphy that there were a lot of incredibly useful and practical suggestions in her presentation as to how we tackle the issue she raised around implementation. I compliment Anois on its innovative campaigning work. Please keep it up because it is important to keep...

Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration: Discussion (14 Dec 2021)

Eoin Ó Broin: I take a slightly different view to Senator Cummins on the problems. I do not think it is the case that one local authority is doing really well and others are not. In fact all of the figures for local authorities are poor. It is just that some are much poorer than others. This is no criticism of the staff in local authorities. I do not envy the job they have. When we see just 8% of the...

Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration: Discussion (Resumed) (18 Jan 2022)

Eoin Ó Broin: I confirm that I am in Leinster House. I thank the witnesses for the presentations. I am a strong advocate of both compact growth and transport oriented development so I endorse a large portion of what has been said. The real challenge, and Deputy McAuliffe's questions alluded to this, is the implementation. My questions are directed to Dr. Rock and her team in the first instance, but...

Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration: Discussion (Resumed) (18 Jan 2022)

Eoin Ó Broin: I am here but if Deputy Gould is still here, he can come in now.

Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration: Discussion (Resumed) (18 Jan 2022)

Eoin Ó Broin: I thank all the contributors. The discussion is genuinely very interesting. I have two quick comments to contribute to the discussion and then a round-the-houses question for each of the contributors. While not discounting the importance of advertising, particularly in respect of people's lifestyles, when it comes to people's decisions about where they live, price, size and comfort are...

Joint Oireachtas Committee on Housing, Planning and Local Government: Urban Regeneration: Discussion (Resumed) (18 Jan 2022)

Eoin Ó Broin: I will need less time because I want to make a couple of comments of my own rather than ask questions. The exchange on the national planning framework allows us to conclude on a really interesting place. While we have dealt with a wide range of issues, the primary function of the committee is housing and planning, with a small amount of urban regeneration built into that. It is to be hoped...

Gender-based Violence: Motion [Private Members] (19 Jan 2022)

Eoin Ó Broin: I express my deepest condolences to the family, partner and friends of Ashling Murphy, and those in the wider community who have been devastated by her brutal murder. Listening to the public debate over the past number of days, one comment has stuck in my mind. It has been said that the issue here is not, in the first instance, the safety of women but the violence of men. Every single day,...
